I received a call for shooting that night. Only to walk in and find Officer Howard down. It wasn’t until then we knew it was an Officer involved shooting. Good guy. Still think about that night this many years later. Rest My fellow Officer!

He rode with me once when he was a rookie. 16 district nights (the old 16 district) out of Central. I ran into him a few years later coming out of 33 Artesian as he was coming in. Told me he was transferring to Vice. He was happy, big smile on his face. Did not know him well, but seemed like a nice young guy. A horrible tragedy under bizarre circumstances.

I had a few occasions when I worked with Elston Howard and found him to be a man of integrity and honor. He always wore a smile when conversing and was very good at what he did. Principally, he worked narcotics and was on loan to the Vice Division at the time of his death. I was proud to have known him.
