Patrolman Elder: On the anniversary of your death, I would like to express my condolences at your loss. I wish MADD could have been around back then. I am sorry for your loss.
Pennsylvania Highway Patrolmen: Please don't forget to get these lousy drunks off the road. They continue to kill and maim us every day...as far back as when Officer Elder was killed to as recently as Feb. 25 when we in California lost our dear CHP Officer John Bailey.
