Our nation is moving toward two societies, one black, one white-separate and unequal. And it was your character, Officer Cook, that allowed you to blend and to unify our community. During the time that your life was taken, unfortunately there were racial tensions that existed in the community and it was up to you and your fellow officers to calmly and professionally dispel and bring about peace for all to exist in a serene environment. You carried out these expectations with honor and intellect, far more greater than someone a bit older than yourself and it has been said that you were far more mature than your twenty-five years. This was the reason you were able to prosper and succeed. Rest in peace my neighbor, friend and hero. As an officer you have to set aside any biases and carry on with the tasks at hand.

For this is what America is all about. It is the uncrossed desert and unclimbed ridge. It is the star that is not reached and the harvest that is sleeping in the unplowed ground. This is what makes America so great and special that we have truly moral and courageous individuals, dedicated police officers who are willing to risk everything that you placed on the line that day, Officer Cook and now that your loving soul is always travelling above and beyond the constellations in the sky and you are resting in peace my neighbor, friend and hero in holy ground, always continue to know that you will be held in high esteem.

It is part of the American character to consider nothing as desperate, to surmount every difficulty by resolution and contrivance. As a dedicated police officer, Officer Cook, it was your job, a large challenge indeed to bring about peaceful solutions to problems that existed in the community you served. Sometimes and for the majority of your time you were able to accomplish this and still without being obligated you displayed courage and commitment until the end that fateful day, serving with distinction and loyalty saving two civilians and four of your fellow officers. What a fine human being and public servant to humbly achieve and with your good name and character you took with you to the next world where you are among God's treasured angels helping Him protect those officers in this world who constantly are waging war on evil and helping to eradicate it once and for all. O, yes, I say it plain, America never was America to me. And yet I swear this oath-America will be! It always will because of bravery displayed by yourself, Officer Cook and those officers who made the sacrifices before and after you. True bravery and courage is not always visible and yet the humbleness of these fine young officers who were willing to go above and beyond the calls of duty, sets them apart from ordinary individuals. Your acts of valor, Officer Cook are what makes us all proud to be living in this great country we call America, where we are free to do as we please so long as it is proper and does not violate the standards set forth by our government. You enjoyed taking part along with your wife, Karen in these activities, and being outdoors taking in the wonders and beauty that nature offers, Officer Cook and because of your bravery, this allows us these liberties which we sometimes take for granted. Your smiling face and laughter still resonates from the heavens above. Your positive outlook on life was what carried you on to your achievements during your twenty-five years of hard work and meticulous preparation in all you accomplished. Here we have in some measure regained the ancient dignity of our species; our laws are simple and just, we are a race of cultivators, our cultivation is unrestrained and therefore everything is prosperous and flourishing. This can only occur in our great land of freedom and opportunity when we have such brave men and women as yourself, Officer Cook, helping to enforce the laws set forth by our communities that allow for everyone to prosper and be successful. Our country is too big for union, too sordid for patriotism, too democratic for liberty. I don't think Officer Cook you would agree with this. After all, you served your nation as did your father, Charles, may he rest in peace. You went above the call of duty to bring a resolution to a situation that called for calming reason and rationale and because of your heroic actions that fateful day, you were a true hero who saved the lives of those civilians and your fellow officers. But with greatness comes an awesome responsibility. All police officers know this and are constantly reminded as they enter and work their way through the police academy. My own thoughts are my companions; my designs and labors and aspirations are my only friends. Growing up in North Miami Beach, Florida, You had many friends, Officer Cook and sometimes people go their own way after graduating from school. You were very fortunate though to have a wonderful classmate and friend such as Chief Jacobs. he saw you smiling in school as you played the drums, he saw you metriculate through the police academy and then to graduate and become a loyal and dedicated public servant to Dade County and its citizens. You took your good name and dignity, integrity, honor and pride with you when you went from this world to the next world, continuing to serve and watch over God's golden streets above. Most people would succeed in small things, if they were not troubled with great ambitions. In police work as most of us know, nothing is too small to be overlooked. Some officers have ambitions to rise through the ranks and this is a great motivator to accomplish good. But care and proper precautions must be taken if one is going to achieve. Officer Cook you had great ambitions and plans and you put them in their proper prospective to endeavor and to finalize you desires to be the very best that you could be. You had plans for the future and it really is a crying shame that you were not given that opportunity to go further. God has His plans for each one of us and on May 16, 1979, He needed you to help Him patrol His heavenly streets from above and now you can observe us trying to reach and accomplish our desires and goals with the same positive attitude and vitality that allowed to you achieve. The trouble with being number one in the world-at-anything- is that it takes a certain mentality to attain that position in the first place and that is something of a driving, perfectionist attitude, so that once you do achieve number one, you don't relax and enjoy it. Your humility Officer Cook allowed you to be a very ambitious person. You carried that mentality with you through the police academy to become the finest police officer that you were known for being while employed with the Metro-Dade Police Department. Hard work and careful and due diligence paid off for you. I think your friend and classmate, Chief Jacobs could attest to this, having attended high school and the academy with you. You were a goal oriented individual who strived to achieve the utmost from your abilities. You sacrificed for everyone and shall never be forgotten. One can never relax on the job as due care must be exercised at all times while either on or off duty. Rest in peace my neighbor, friend and hero.
