A person must share their knowledge with others in order for this world to be better served. Police officers sometimes are in a quandary as to when to advance forward or whether to hold back. Every situation demands the utmost care and caution. Always, Officer Cook, it was your common sense approaches and professional skill in sizing up how to resolve a problem. Some days are better than others. May 16, 1979, was a day Dade County residents won't soon forget and neither will your department or comrades forget your resounding integrity, dignity, bravery and stellar courage, all derivatives of a life of excellent character and decency. Rest in peace my neighbor, friend and hero. Success depends upon a person's will to overcome any adversities placed before them. Your leadership abilities, Officer Cook, were the direct evolution of an outstanding upbringing. Your parents and sister would be very proud of their heroic son and brother.

Our Creator surely views all actions of His followers with an eye toward how they perform His work. Yours was the genesis of faithfulness, loyalty and a basic onus you had to protect others. You kept your word and acted honorably and with the resolve to get things accomplished. You'll always be held in the highest esteem as you rest in peace my neighbor, friend and hero. Over and over police officers are told and even warned regarding their behavior which is expected to be honest, dignified and most importantly integrity must follow close behind them, Now we can see why you were such a most reliable and dependable officer, Officer Cook. You took your life and professional responsibilities quite seriously knowing the outcome could have been affected by your various actions. Those actions were heroic, bold and most meaningful as they saved many lives and no telling how many more. Rest in peace my neighbor, friend and hero. Legacies such as yours really do sparkle like a finely polished diamond. The strength of your outstanding character rests in God's arms for eternal safekeeping. When one is not quite so successful, just keep on endeavoring, sooner or later good things will occur. But in police work, one must try their utmost to get things done the first time in the proper manner. That day of May 16, 1979, you never backed down, Officer Cook, as you were one who relished hard work and any challenges placed in your direction. It was your acts of caring, concern, consideration, along with honor, dignity and integrity that at least enabled to act as you did saving many lives of your brave, courageous and valiant comrades of which you were too. Rest in peace my neighbor, friend and hero. Legacies are not born, they are humbly complied as one grows up and your life was certainly no mirage. It mirrored other heroes who sacrificed for the same validations of peace and unity.

As easy going as you were, Officer Cook, it's hard to ever imagine you passing time doing nothing. It was about what your parents taught you that stayed etched in your mind that allowed you have success in both your life and in your police career. Our public servants must remain humble, loyal and devoted to all their causes of duty no matter the circumstances placed before them. Resentment and envy cannot ever make up for dignity and loyalty. You possessed a maturity far beyond your years. You held firm in your beliefs and in the common sense approaches to your official duties. You were the best, but to become the best, you must pass certain tests, both mental and physical that are essential in making any officer accomplished in their field. Rest in peace my neighbor, friend and hero. Legacy is made up of humility, honesty, astuteness, consideration and a yearning, a thirst for doing things right the first time around. Failure cannot ever seep into a police officer's uniform, it has to be worn with that certain characteristic we call integrity, something you were raised with and comported yourself with throughout your life and profession.

In order to lead, Officer Cook, you had to first be willing to gain insights, wisdom and intelligence from other veteran colleagues. Wisdom is a powerful tool and when utilized correctly, it sure goes a long way toward helping make this a much safer and sounder society. Your courageousness, boldness, honesty, combined with your dignity and integrity assisted in the total enhancement of all Dade County residents who are forever grateful to one of their many police heroes and heroines. Police officers must be confident and sure of themselves in order to provide the proper unity, peace and freedom that people come to expect from their faithful and brave public servants. We are born. We grow. We admire. We cherish those chances that are given to us. You were born, Officer Cook and you were given the opportunities to succeed all because of the terrific upbringing of your parents. The kind of work the police have to do everyday challenges the most astute and articulate individual of which you humbly were. People grew because of your unselfish devotion to protect and serve their common interest. You functioned with zeal, energy and great enthusiasm. Sometimes we see this in our officers, sometimes not. Dade County and its venues were the recipients of your grace and gallantry. All along while serving you kept your cool along with honor, integrity and dignity. Your bright smile captured the moment and for the last thirty-six years, God has seen to it that your smile keeps lighting up this world where evil still raises its ugliness. Rest in peace my neighbor, friend and hero. A hero for sure. A legacy to be studied and taught as a lesson for all. it's about a man's professional commitment, pride and excellence in action and in good deeds. Since you were a caring and compassionate gentleman, Officer Cook, no worries were ever raised regarding your stellar behavior, honesty, dignity and integrity. Police work is all about dealing with the citizens who are entitled to live and function in peace and serenity around them. You acted with the highest amount of diligence and determination. Your dedication to service has always been remembered as a part of your heroic legacy. We pay kudos to you my neighbor, friend and hero for your bravery, courage, valor and decency, that when it was combined with your calming influence helped restore the faith the residents had in you. You were a most treasured, cherished and admired officer who will never be forgotten for your commitment to excellence, boldness and quickness to act in an outstanding manner to saved many lives. I would imagine when you and your beloved wife, Karen, Officer Cook, entertained guests the pride and love you had for your visitors, well it can be a bit difficult to put into words. I'll try to though. You had to be a very happy couple who by your hard work and demanding fields of endeavor which required much study and contemplation, one could only think that at the end of the day, you could still make people laugh and make them exceedingly joyful as well. Losing you as your family, your wife, mother and sister all did, just left a wide and deep hole that is hard to fill as you were the glue that kept your family together. You were a humble man and a devoted public servant who tried his best to enhance people's lives by just doing what you dreamed of doing since your childhood. It still bounces back to one's decency,dignity and honesty that can make all the difference in how one may or may not turn out. You were a superbly fine individual whose role as a police officer was kept intact by your bravery, courage and strength of character. All the things that go into the makings of a fine and foremost legacy all channeled around your respect for mankind and a sincerely driven desire to make this world a really truly better place to live, breathe and to function. No techniques were ever needed for you to function as proficiently and as professionally as you did each and everyday, Officer Cook. Sometimes in life we take things for granted, we worry about the minor, mundane issues and so to speak we fail to live up to what is more of a priority to maintain. What was your goal, your duty, that was to act honorably and with a sense of dignity and stellar integrity. A man or woman's honesty is what helps catapult them to success and while keeping a vigilance over Dade County and its residents, Officer Cook, you kept your class, decency and due diligence surrounding your uniform and the badge you wore with extreme pride. This is what made you such an excellent police officer and a leader of your comrades who went to battle with you on a daily regimen. Your parents, friends in and outside of your department knew you drew your strength of character from your humbleness, loyalty, faithfulness and everlasting resourcefulness, so there were never any worries or concerns as to how you would handle any tasks, assignments or challenges placed your way. You are to be remembered as a true police hero whose legacy continues to live on and to climb as high as your cherished soul. Rest in peace my neighbor, friend and hero. Police work is one special profession in which officers need to be able to converse with the public they both serve and protect. Since you were a master orator, Officer Cook, citing examples to make a point was an integral part, you had to be sure and confident of being able to drive home your message. The residents of Dade County respected and admired you and knew you were both fair and unbiased. all of this driven by your loyalty, humbleness, honor and integrity. For if any officer forgets these essentials, then being able to police properly could lead them astray. You were a born leader who was destined for greatness, the good Lord had other more important plans for a hero of your humility. Rest in peace my neighbor, friend and hero. Being the devout and faithful individual that you were, Officer Cook, one word that never came into your house, your whole life and your faithful service to Dade County citizens was arrogance. A lack of respect for authority. A total disregard for human beings who strive for mutual respect and admiration. Working as a law enforcement official one needs to give respect in order to earn it back. Since you honored your Creator, your parents and the establishment it was relatively simple for you to comprehend how one needs to perform at a level where proper dignity and integrity is constantly called for. We are given things in life that we don't always to do, you, Officer Cook, performed in an honorable and outstanding fashion, enabling those citizens to feel more secure about themselves. The priority of police officers is the safety of the public and themselves. You showed more promise than most. You led by a humble example, politely showing others how this and that would be dealt with. The bravery, courage and valor without any doubts has consummated what those of us knew about you. Your character and its strength remain founded upon the morals and ethics you lived by. A legacy born of pride, excellence and commitment all for the sake of humanity. Rest in peace my neighbor, friend and hero. Forty-two heroes and heroines of the Metro-Dade Police Department, all brave and honorable souls whose lives revolved around many central cores, namely, class, honesty and decency in both their personal lives and professional careers. You won't be forgotten Officer Cook. Badge#1664 was worn for a reason, it was pinned on with love and esteem upon a hero's chest, one who went out and made a difference by doing great deeds.

Police officers have to be able to deal with a variety of dilemmas that may confront them on a daily basis. So looking at themselves first and foremost and seeing how they can make others feel secure is one of their many priorities. You were a careful and yet self-confident officer, Officer Cook, yet were not an abusive, callous or out of control individual, heaven forbid. Your calming, considerate and most honest efforts led to many resolutions in problems that would crop up. You handled yourself in an outstanding and brave manner which in turn led other officers under your leadership to behave exactly like you. This is how all people, particularly professionals of the law enforcement should carry themselves. Dignity and integrity cannot allow themselves to slide from any officer's reign. The uniform you donned with honor and pride, Officer Cook, serves as a reminder of how those of us not performing your job should conduct themselves. Officers are always under the microscope and are expected to govern themselves accordingly, thus affording all citizens the proper channels of service and protection and only then can we truly state that unity, peace and liberty in any given community can prosper. One only needs to find their faults and mistakes, clean them up and try to assist others. You lived and worked your career this way my neighbor, friend and hero. A legacy constructed on the nuts, bolts and solid foundations of stellar character and discipline from within your home, raised by two devoted, loving and wonderful parents. Rest in peace. From humble beginnings come the kinds of success we all want from our children. You did this world proud, spoke the truth and lived a righteous and trustworthy life founded upon acting right and doing good deeds. On May 16, 1979, it was your heroic actions that saved at least seven lives and who knows how many more. Your comrades were very grateful and the residents of Dade County are grateful, they were back then and things continue their evolution, it's very sad you could not be witness to these enhancements, since your sacrifice led to these future changes, all for the better. All in the good name of Officer William C. Cook, now an angel of God patrolling His golden streets above. The light of your soul surely illuminates the darkness in our world and always will do so.

When we take onus of those things that require our due diligence, we then take pride. Part of this responsibility is contemplating before we talk. Rambling and fumbling over words is surely a waste of time. Police work requires this sort of proper vigilance and the destination of where we travel from one place to another in one's daily assignments. Going around Dade County for six years, roughly one quarter of your life, there certainly were moments when everything you trained for, studied and practiced for was placed before you in which thinking and planning did go hand in hand. It all gets back to loyalty, faithfulness, honesty, dignity and integrity that makes all the difference in the world. Your survival, the citizens and their welfare too was on the line. You brokered peace. You gave up your life and career sadly so we the ordinary person could continue onward. One who exerts themselves with bravery, courage and valor shall not be forgotten. Your presence in this world as a hero has made all the enhancements possible, for without your boldness and fortitude, goodwill could never shine forth. Rest in peace my neighbor, friend and hero. Commitment to honor and excellence were your priority as is every officer's number one rule. The light of your soul serves as this constant reminder. Being alone and living in a sheltered world can bring great distress. Living among people who become your friends and neighbors in a unified fashion can make all the difference in the world. Isolation can bring great suffering, sharing with others can deliver much joy. If someone does something that irks or irritates you, let it slide and then when your emotions are calmer meet with the individual to discuss why things are happening the way they are. You were a calm fellow, Officer Cook, it's not to say you had ice water flowing in your veins, it's just that you took more realistic approaches to resolve conflicts. You had a plethora of friends in and out of your department, they were the intelligent ones who knew what Officer Cook was about, your passion, pride and professionalism that went into making you a top police officer. But, there is no success that is recorded without proper honor, dignity and integrity. Honoring your parents, honoring, respecting society and those lead us by example. Prudence and perseverance by diligently swaying those to do that which is deemed fitting for society. Comporting oneself with a faithfully loyal and dignified presence when out on patrol keeping unity, peace and freedom bonded together. People go around looking for other people's character defects instead of keeping their own house in order. Your home my neighbor, friend and hero was neat, organized and free of chaos, mayhem and anger. That is why you were the calming influence that Dade County citizens came to expect when trouble raised its ugly head. Our parents raise us with certain principles and the expectations that come from those lessons. You were taught well and in turn were able to give instructions to others. The honor, integrity and dignity trickled down to your colleagues, the valor, courage and bravery is something not everyone has. It takes a superior human effort to stay the course in a profession where there are a lot of pitfalls and problems that crop up day to day. You were the best at solving and resolving any and all conflicts heroically and with grace and perseverance. Rest in peace my neighbor, friend and hero. I meant to say, Officer Cook, if not for our loving mothers, we would not be here fulfilling God's commandments and making the world a better place. Suffering is atonement and atonement is joy. You gave the people pleasure in going out into the Dade County community serving and protecting the peace and togetherness of the residents. You were a sincerely devoted and treasured officer. You did not lack the honesty, dignity and integrity. You were the eyes and ears of the people, you cared about any concerns residents had. Taking charge of situations was one of your greatest attributes and that is why your character and legacy reflects your physical and spiritual stamina that you had. Bravery, courage and valor can never be pushed aside one who is bold and resolute in their actions, yours, Officer Cook, stood for the highest degree of sacrifice and giving. At times distorting the truth, one should always avoid distorting truth from fiction. Police have to weed through and make decisions that can and usually do make any impact upon society and its citizens. Making peace and unity last in any given community takes time, it may not be felt immediately. Like going to the dentist, it takes awhile for emotions to simmer down a bit. And this is where you came from, Officer Cook. You patrolled and toiled every watch with the same logic and common sense approaches to problems that needed solving. The answers take time, they don't arrive that quickly, things need to be pacified and then one can take their cues. You took instruction and direction quite well, so knowledgeable that you were able to given commands to other comrades. It takes a molder of women and men, honest, comfortable in their dignity and integrity who is self-confident in getting results. Most of all, it requires a certain mind and skill set from one who is unwavering and most deliberate in their convictions to excellence, pride and honor, through bravery, courage and valor. No stone can be left upright, meaning every lead must be exhausted until you arrive at the truth. You did this very well, Officer Cook and served residents with the very same fairness and impartiality that we all deserve. Cherished and loyal. Faithful, professional and highly determined. These all are the makings of a diligent police officer, your heroic nature and humble legacy stay cemented where they indeed belong. You are to be saluted for your spirit and humility. Motherhood is the highest and most noblest occupation. Amen to that. For without others loving and devoted mothers, we would not be here in this world being fruitful and fulfilling the promises that we are each born with. Your wonderful mother, Officer Cook, at age ninety-nine, has lived all her life since her darling and honorable son,yourself, was taken away much too young with unfulfilled dreams and goals left to achieve. You did accomplish many things during your twenty-five years of life, namely you served with a unique air of humbleness, you were devoted to noble causes while keeping both your integrity and dignity intact. You were polite and courteous. Kind and considerate. Wickedness and its ugly scent has surely been lessened by the enormous strength of your character, precision and outstanding performance. From a personal standpoint, you were a truly treasured, cherished and loyal public servant, whose diligence and vigilance in serving and in protecting all Dade County residents shall remain as your legacy as humane and as endearing forevermore. Rest in peace my neighbor, friend and hero. We thank God for the many mothers, as loving, compassionate as they are. Your mother, Officer Cook, will be in my thoughts and prayers. If you read any of these reflections of your supremely and bravely humble son, Officer William C. "Billy" Cook, Bill to his friends, know I have always remembered and will continue to carry on his loving memory by emulating the goodwill and heroic actions he delivered each and everyday to this world. Your children, Nancy and her darling younger brother, Billy, Officer Cook, both prepared well and were ready for the challenges that life sends our way.

When you love something, pursue it with all your might and vigor. Wisdom, honesty, dignity and integrity should be pursued and followed intensely. How else can one succeed without these key factors? People loved and respected your intellect and everything about you, Officer Cook. The calmness, the knowledge, the leadership abilities you brought with you to the Metro-Dade Police Department are going to be enshrined within the headquarters of your division for generations to come. You cannot forget any officer who goes over and beyond what is required of them. On May 16, 1979, actions dictated you going to a domestic call, one you handled many other times bravely and most professionally. People of course react to different situations, as do the officers themselves who are trained to handle anything that comes their way. Fear didn't get into your mind, you courageously went with your partner, your unwavering commitment was outstanding as you saved your colleagues and those civilians from an even worse fate. No telling what today would be like seeing your smiling face and radiant presence among us. You could light up an entire room I'm sure of that. Your character and class did indeed grace this world for twenty-five years. They come and go quickly in the blink of an eye. Now comes the time to honor your memory, to salute your assertiveness and astuteness for what you meant to the peace and safety of all Dade County residents. Your legacy was being built beginning on November 30, 1953 up until May 16 ,1979. It keeps expanding as your cherished soul continues climbing higher and higher. Rest in peace my neighbor, friend and hero. You were undaunted by challenges, sadly that young man presented both you and your comrades with one challenge, one assignment where God tried His best to intervene and deliver you to a safer resolution. You were a man of resourcefulness. You were a capable and dignified man of action. No passiveness whatsoever and that is why you will be forever honored, admired and revered, loved by your family, peers and loads of personal friends. The entire police nation suffered greatly when you left us much too soon. But the memories stay with us forever as does your good name.

Because of your strong driven desire to become a top notch police officer, Officer Cook, for those who knew you personally, it is plain to see why you had much success in all your endeavors. God usually drives those who cling to His teachings and for sure you did for all your life and career which was filled with honor, dignity and much integrity and still had much more left to fulfill. You won't be forgotten for your bravery, courage, valor and commitment to pride, honesty and excellence. Those that at first fail must pick themselves up and keep pursuing. We were created to make this world a better place to live and to prosper. You were a humble public servant, whose charisma and character stood the tests of time. We all wish you were given more time for we know, your family, friends and comrades knew you to be a talented leader, mature beyond your years, wise and wonderfully devoted to all the right causes of peace, unity and the relentless pursuits of freedom which assist us in any and in all endeavors in life. When someone we know and love passes away, gets killed young or old, we mourn them, we remember them for the honesty, dignity and integrity with which they represented themselves in their communities where they served and protected those residents with distinction. You were that kind of special man, Officer Cook, for six years of devotion, determination and dedication you made an excellent accounting of yourself. The accolades of honor followed behind you, you were not that kind of gentleman nor police officer. You shunned the limelight and instead preferred serving wit a humble and loving nature. A person's tone of voice can sometimes be the deciding factor in how they are going to successfully perform their assignments. God directed your pathways in life. It is our faith and fates that are placed into God's hands to keep us safe and sound. May 16, 1979, stands as that day when after twenty-five years of a most dignified life and sound career that He called you home. Violence took you from our midst very sadly while you still had much more to fulfill. It is your wonderfully loving family members who gracefully carry on with that which you left unfinished. Your mission of hope, grace and valor has certainly illuminated the darkest of days. your cherished and treasured soul keep watching us as it looks down from God's heavenly kingdom. Rest in peace my neighbor, friend and hero. Legacies are not just given, they are earned by the quality and strength of one's character. Yours, Officer Cook, was measured by your total daily effort with which you put forth. All residents can be quite thankful for someone like yourself to be around serving us with prudence and to wear the police uniform proudly while helping those who might not have been able to help themselves. all those proud moments you gave your parents along with your sister, Nancy, are the ones that will last a lifetime. They can never be taken. A hero's good name and actions of wisdom, maturity and leadership, they too can not be extinguished. All police officers need to live and perform by a crede of standards and ethics, otherwise heaven help those who rely on these men and women of sound mind and body to acquit themselves in a meaningful way to keep peace and unity as one. Your memory conjures up only positive things as to why you were so reliable and highly respected and admired. Badge#1664 meant so much to your family, a community at large that won't ever forget your sacrifice.
