Whenever officers are confronted with a problem, it always demands their full measure of attention to detail with honor, bravery and integrity. The resolve in all your endeavors, Officer Cook, carries beyond the scope of our comprehension. You were destined for even more greatness humbly and humanely speaking. The best part of being a public servant is the opportunity to both serve and to protect the interest of all citizens. We must both respect and admire those who place their lives in harm's way. Being the ever compassionate police officer, Officer Cook, you were always placing the residents safety ahead of yours. I know you wanted to become an officer since you were a young man. So you knew all the lessons that needed to be practiced and studied in order for you to succeed. All officers travel down the streets of their locales patrolling the freedom, unity and peace of its citizens with honesty, dignity and integrity on their minds as well as how to make it through safe and sound too. Rest in peace my neighbor, friend and hero, your heroic legacy of desire, character and class has served to continue the improvements seen today in Dade County as well as thirty-six years ago when you gave something very sacred, your life to enable people to thrive in peace and to be able to pursue those events we call happy times. There was much more left for you to fulfill, God truly watches over His flock of heroic angels who have displayed the much needed bravery, courage and valor. As easy going as you were, Officer Cook, it's hard to ever imagine you passing time doing nothing. It was about what your parents taught you that stayed etched in your mind that allowed you have success in both your life and in your police career. Our public servants must remain humble, loyal and devoted to all their causes of duty no matter the circumstances placed before them. Resentment and envy cannot ever make up for dignity and loyalty. You possessed a maturity far beyond your years. You held firm in your beliefs and in the common sense approaches to your official duties. You were the best, but to become the best, you must pass certain tests, both mental and physical that are essential in making any officer accomplished in their field. You were born, Officer Cook and you were given the opportunities to succeed all because of the terrific upbringing of your parents. The kind of work the police have to do everyday challenges the most astute and articulate individual of which you humbly were. People grew because of your unselfish devotion to protect and serve their common interest. You functioned with zeal, energy and great enthusiasm. Sometimes we see this in our officers, sometimes not. Dade County and its venues were the recipients of your grace and gallantry. All along while serving you kept your cool along with honor, integrity and dignity. I would imagine when you and your beloved wife, Karen, Officer Cook, entertained guests the pride and love you had for your visitors, well it can be a bit difficult to put into words. I'll try to though. You had to be a very happy couple who by your hard work and demanding fields of endeavor which required much study and contemplation, one could only think that at the end of the day, you could still make people laugh and make them exceedingly joyful as well. Losing you as your family, your wife, mother and sister all did, just left a wide and deep hole that is hard to fill as you were the glue that kept your family together. You were a humble man and a devoted public servant who tried his best to enhance people's lives by just doing what you dreamed of doing since your childhood. It still bounces back to one's decency,dignity and honesty that can make all the difference in how one may or may not turn out. You were a superbly fine individual whose role as a police officer was kept intact by your bravery, courage and strength of character. All the things that go into the makings of a fine and foremost legacy all channeled around your respect for mankind and a sincerely driven desire to make this world a really truly better place to live, breathe and to function. Sometimes in life we take things for granted, we worry about the minor, mundane issues and so to speak we fail to live up to what is more of a priority to maintain. What was your goal, your duty, that was to act honorably and with a sense of dignity and stellar integrity. A man or woman's honesty is what helps catapult them to success and while keeping a vigilance over Dade County and its residents, Officer Cook, you kept your class, decency and due diligence surrounding your uniform and the badge you wore with extreme pride. This is what made you such an excellent police officer and a leader of your comrades who went to battle with you on a daily regimen. Your parents, friends in and outside of your department knew you drew your strength of character from your humbleness, loyalty, faithfulness and everlasting resourcefulness, so there were never any worries or concerns as to how you would handle any tasks, assignments or challenges placed your way. Since you were a master orator, Officer Cook, citing examples to make a point was an integral part, you had to be sure and confident of being able to drive home your message. The residents of Dade County respected and admired you and knew you were both fair and unbiased. all of this driven by your loyalty, humbleness, honor and integrity. For if any officer forgets these essentials, then being able to police properly could lead them astray. Being the devout and faithful individual that you were, Officer Cook, one word that never came into your house, your whole life and your faithful service to Dade County citizens was arrogance. A lack of respect for authority. A total disregard for human beings who strive for mutual respect and admiration. Working as a law enforcement official one needs to give respect in order to earn it back. Since you honored your Creator, your parents and the establishment it was relatively simple for you to comprehend how one needs to perform at a level where proper dignity and integrity is constantly called for. We are given things in life that we don't always to do, you, Officer Cook, performed in an honorable and outstanding fashion, enabling those citizens to feel more secure about themselves. The priority of police officers is the safety of the public and themselves. You showed more promise than most. You led by a humble example, politely showing others how this and that would be dealt with. The bravery, courage and valor without any doubts has consummated what those of us knew about you. Your character and its strength remain founded upon the morals and ethics you lived by. A legacy born of pride, excellence and commitment all for the sake of humanity. Rest in peace my neighbor, friend and hero. Forty-two heroes and heroines of the Metro-Dade Police Department, all brave and honorable souls whose lives revolved around many central cores, namely, class, honesty and decency in both their personal lives and professional careers. Police officers have to be able to deal with a variety of dilemmas that may confront them on a daily basis. So looking at themselves first and foremost and seeing how they can make others feel secure is one of their many priorities. You were a careful and yet self-confident officer, Officer Cook, yet were not an abusive, callous or out of control individual, heaven forbid. Your calming, considerate and most honest efforts led to many resolutions in problems that would crop up. You handled yourself in an outstanding and brave manner which in turn led other officers under your leadership to behave exactly like you. This is how all people, particularly professionals of the law enforcement should carry themselves. Dignity and integrity cannot allow themselves to slide from any officer's reign. The uniform you donned with honor and pride, Officer Cook, serves as a reminder of how those of us not performing your job should conduct themselves. Officers are always under the microscope and are expected to govern themselves accordingly, thus affording all citizens the proper channels of service and protection and only then can we truly state that unity, peace and liberty in any given community can prosper. One only needs to find their faults and mistakes, clean them up and try to assist others. You lived and worked your career this way my neighbor, friend and hero. A legacy constructed on the nuts, bolts and solid foundations of stellar character and discipline from within your home, raised by two devoted, loving and wonderful parents. Rest in peace. From humble beginnings come the kinds of success we all want from our children. You did this world proud, spoke the truth and lived a righteous and trustworthy life founded upon acting right and doing good deeds. On May 16, 1979, it was your heroic actions that saved at least seven lives and who knows how many more. Your comrades were very grateful and the residents of Dade County are grateful, they were back then and things continue their evolution, it's very sad you could not be witness to these enhancements, since your sacrifice led to these future changes, all for the better. All in the good name of Officer William C. Cook, now an angel of God patrolling His golden streets above. The light of your soul surely illuminates the darkness in our world and always will do so.

When we take onus of those things that require our due diligence, we then take pride. Part of this responsibility is contemplating before we talk. Rambling and fumbling over words is surely a waste of time. Police work requires this sort of proper vigilance and the destination of where we travel from one place to another in one's daily assignments. Going around Dade County for six years, roughly one quarter of your life, there certainly were moments when everything you trained for, studied and practiced for was placed before you in which thinking and planning did go hand in hand. It all gets back to loyalty, faithfulness, honesty, dignity and integrity that makes all the difference in the world. Your survival, the citizens and their welfare too was on the line. You brokered peace. You gave up your life and career sadly so we the ordinary person could continue onward. One who exerts themselves with bravery, courage and valor shall not be forgotten. Your presence in this world as a hero has made all the enhancements possible, for without your boldness and fortitude, goodwill could never shine forth. Rest in peace my neighbor, friend and hero. Commitment to honor and excellence were your priority as is every officer's number one rule. The light of your soul serves as this constant reminder. Being alone and living in a sheltered world can bring great distress. Living among people who become your friends and neighbors in a unified fashion can make all the difference in the world. Isolation can bring great suffering, sharing with others can deliver much joy. If someone does something that irks or irritates you, let it slide and then when your emotions are calmer meet with the individual to discuss why things are happening the way they are. You were a calm fellow, Officer Cook, it's not to say you had ice water flowing in your veins, it's just that you took more realistic approaches to resolve conflicts. You had a plethora of friends in and out of your department, they were the intelligent ones who knew what Officer Cook was about, your passion, pride and professionalism that went into making you a top police officer. But, there is no success that is recorded without proper honor, dignity and integrity. Honoring your parents, honoring, respecting society and those lead us by example. Prudence and perseverance by diligently swaying those to do that which is deemed fitting for society. Comporting oneself with a faithfully loyal and dignified presence when out on patrol keeping unity, peace and freedom bonded together. People go around looking for other people's character defects instead of keeping their own house in order. Your home my neighbor, friend and hero was neat, organized and free of chaos, mayhem and anger. That is why you were the calming influence that Dade County citizens came to expect when trouble raised its ugly head. Our parents raise us with certain principles and the expectations that come from those lessons. You were taught well and in turn were able to give instructions to others. The honor, integrity and dignity trickled down to your colleagues, the valor, courage and bravery is something not everyone has. It takes a superior human effort to stay the course in a profession where there are a lot of pitfalls and problems that crop up day to day. You were the best at solving and resolving any and all conflicts heroically and with grace and perseverance. Rest in peace my neighbor, friend and hero.
