Family, Friends & Fellow Officers Remember...

Police work is not a profession to be envied by anyone. In fact it's a labor of one's love and appreciation in helping their fellow neighbor. So many times, officers just as ordinary people go to great lengths to make other lives more safer and peaceful. Certain areas of a community where you were known and respected, Officer Cook, needed a little more service and dedication. You gave that and so much more, it would be hard to imagine or even ponder what it really takes to wear a police uniform and badge and to be able to handle the rigors, stress and dangers of a very much demanding position. Police officers do make friends, they also unfortunately make enemies, people less inclined to go along with the normal routines that this society go through each moment. You believed in yourself, Officer Cook. You practiced and preached honesty, respect, dignity and accountability. So much to glean. So much to comprehend. So much hard work, toil and tears go into making a solid officer. After all, you did have a private life with your beloved wife, Karen. Your family can only wonder what things would be like today. Yo would be retired and helping others, doing deeds and labors of love. For it was your loyalty and faithfulness to Our Creator who steered your every movement in and around Dade County affording you the honor and admiration of all residents you so solemnly protected. The peace and unity were a part of your heroic legacy. The character and commitment are driven by one's integrity and founded upon the values of valor, courage and bravery. You were a brave young man. You were a gentleman so treasured and full of humility. North Miami Beach and your friends and neighbors were most fortunate to have you in their midst. Rest in peace my neighbor, friend and hero. You be saluted and remembered for sacrificing more than we could ever begin to fathom. Just wish we could have met. I was honored to meet some of your family members and to receive the letter from your one-hundred year-old mother, Mrs. Julia Cook. Be well Mrs. Cook. I will continue praying for you, for your husband and very loving and darling son, Officer William C."Billy" Cook. His intelligence and maturity allowed him the opportunity to shape and mold the lives and careers of those as courageous and as gallant as he was. Always the optimist. Now because of his life and profession, hope and peace can live on in others by virtue of his accomplishments.

Police officers just as all people must show compassion, care and the greatest honor, dignity and integrity when dealing with the public. The decency and ethics they strive to project into the citizens they serve and watch over are borne from their upbringings and have to reflect the values they place into their profession and the assignments they are given everyday. For your part, Officer Cook, you realized this was an essential part of your life and career. A career dotted with success. A life of growing up in a loving and humble home environment. Nothing can take away all that you meant heroically to your department and the women and men who served alongside of you. You were everyone's shining star as well as their inspiration. Do not be afraid. Keep your optimism high. Be devoted. determined and dedicated. be yourself. Remain modest, yet cautious. You were a positive gentleman, Officer Cook. One who could lead others while thinking logically outside the box. You cared. Residents of Dade County come to depend upon those men and women who show concern, passion, yet always worry or ponder how to serve and to protect the liberty, peace and unity that we sometimes take for granted. You never took anything for granted. I just wish we could have met. Comrades here and all around the country paid their tributes to you for a job well done. We gird ourselves in strength. Police officers gird themselves properly attired and with a steady abundance of honesty, integrity and dignity. Each department has its own motto, I don't know what the Metro-Dade Police Department motto. But, serving with pride and honor to excellence is probably a good springboard. Officer Cook, as devout and as faithful to Our Creator as you were, you served with a complete honesty. You kept your wits about you, you acted rationally and fairly. You were a great listener and a better orator. Logic and common sense should dictate all officers plans as they travel around their communities serving and protecting the peace and unity of the people. Your legacy of heroism reflects grace, gallantry and valor at all times. Your character was beyond reproach as any officers should be. You donned your uniform and badge with class, distinction and courage beyond anything we can imagine. Everyone reacts differently to dilemmas. My neighbor, friend and hero, you professionally persevered and stood face to face with a monster we call wickedness. Police officers keep watch over the streets they protect. Sometimes a gentle persuasion is all it takes to handle a call and to solve a problem. Other times unfortunately, more radical tactics must be utilized in solving a case. The lives of the citizens you served, Officer Cook, called for you to employ more drastic means to bring an end to a chaotic situation. May 16, 1979 served as the day when all your training and communication skills were necessary to coerce a troubled young man to surrender before more bedlam broke out in Liberty City- Miami, Florida. You still had to act accordingly with honor, dignity and integrity, for your outstanding effort, one can never go wrong. You did exactly as you were instructed, tried to keep the peace while you just doing your job even when you did not have to answer that call. Some of us realize that police work is a 24-7 occupation, a better word, it's a profession that brave women take on as a labor of love. It is their passion, their dream and aspiration to serve faithfully as a public servant. Rest in peace my neighbor, friend and hero. Character, class and commitment stood front and center whenever you and for that matter whatever you did in your private life with Karen or while you were still living at home with your devoted and loving parents. You were very special and treasured. Loyal and humane. Humble and determined to seek justice with fairness for all people.

When a good person gets hurt, we feel their hurt. When these brave officers are taken from us by violence, we feel their loss, the giant hole that is left and all the good traits they left behind are still instilled in us. Your loss, Officer Cook, can only reinforce what was instilled in you, if you act with class, honor and decency, it will be repaid back to you many times over. This is what life and the career you pursued was all about. A friendly and humble gentleman, you now take your heavenly place along with those valiant officers who like yourself were undaunted and unselfish in making the ultimate sacrifice that has helped to enhance Dade County residents. Each person has an obligation, an opportunity might be a better word to use in fulfilling their part in making this a better place to thrive and to live peacefully and in unity. You lived your life, Officer Cook, by ethics and morals. All folks should live as they choose, but keep this idea in mind, live by the golden rule, whether or not you believe in God, pray or not, live by either the Old or the New Testament, treat others as you would want them to treat you. Afford them respect. Practice due diligence. Be fair, Be honest and dignified. All these characteristics and more were your guidelines, Officer Cook, to a happy life with Karen and for a successful career that was bound for more greatness. You sacrificed so that others could live. You enhanced the streets where you grew up and patrolled so others could be at peace. As a treasured and faithful servant of God, you instilled confidence in other officers who now carry on with your watch. A forced retirement is not how we want to remember our heroes and heroines by, we want them to enjoy the fruits of their tireless and unwavering labors of love and compassion for all. You will be revered, respected and saluted for your humble dedication, determination and thoughtful devotion to duty. Rest in peace my neighbor, friend and hero. This world is a better place precisely because of you, Officer Cook and your reliable and resounding service and protection to all mankind. Whenever police officers are called to any scene whether or not a crime has been committed, they must act loyally and with decent and honor. By day, afternoon or by night, our duly honorable women and men of their different departments go out into their fields of endeavor and attempt to keep peace and unity upright. Dade County has has many excellent officers work on behalf of its citizens, only the humblest go out and really put not only their life on the line, they place their integrity, dignity and honesty on that block so to speak to. When it was time to get going, there you were your smile, your personality, Officer Cook and much more, that is the part we don't always witness from our beloved officers. And you were and still are among the many heroes and heroines who gave your life for a sounder foundation for us all to continue thriving. Commitment and character do belong on the same page. Valor and proficiency too can be placed together. It is your legacy of goodwill and its strength that bind us together at this time. An important moment for all mankind. If not for your fortitude and respect your held so dearly for all whom you served and protected wit hall your might, no telling what our outcomes would be today, perhaps yesterday, tomorrow is another day of hope, optimism and self-renewal by your dreams and aspirations to become a police officer for all the people. Justice is sometimes blind, I scroll the Officer Down Memorial Page daily, just hard to fathom so many of your colleagues from the past and for their families, it seems that justice has turned a blind eye toward them. Their killers were either acquitted, paroled early or worse, never brought to justice. God keeps an eye out on everything. Rest in peace my neighbor, friend and hero. Your character and conviction are no caveats. No ambiguities. Just straightforward truth, assurance and astuteness. The signs of an excellent upbringing. Heroes and heroines are the bravest men and women who take on complex challenges that most people would not dare tackle. As just this example, Officer Cook, you were one of the most courageous and committed officers of your time. One does not have to look past a man of valor, heroics and achievement to understand why you performed as you did and acted accordingly on May 16, 1979, sparing the lives of your esteemed comrades and those civilians whose lives too hung in the balance. I know God has you sheltered for safekeeping, Officer Cook. Your extra special loving kindness and generosity has never been overlooked by your brothers and sisters in law enforcement. If only every single officer in this land could act as rightfully and as honorably as you did to every person who came to you for assistance. Confusion, confounded and controlled, all words that spark or could set off trouble in any community where officers bravely place their lives in jeopardy. As one of the many dignified and honest public servants, Officer Cook, it was up to your passion, dedication, devotion and determination to secure the safety of all citizens and for this Dade County can be quite grateful to you. When you work at anything you at least should endeavor to do things both correctly and promptly. Emergencies call for strong measures, even the mundane and routine matters call for common sense approaches. Whenever you answered calls you did have the motivation and the drive to do what you thought was right. As fiercely loyal and as cherished a colleague as you were, you have been remembered for having the awareness and the mental acuity to handle anything given to you. And on May 16, 1979, without being required to go to a scene in your area of watch, there you were securing and attempting to calm a crazed young man. That day make no mistake you were a lifesaver and your comrades and those civilians have been forever thankful. Rest in peace my neighbor, friend and hero. Your thoughtfulness, your sincerity and resolve have remained the enhancing factors all these years later for all of Dade County, its venues and residents. Justice, equality, fairness and peace, police officers lives and the lives of the people they protect and serve hang in the balance daily. Every action has a consequence that could be deemed proper or heaven forbid it could yield something much worse. As a thinking man's police officer, Officer Cook, you meted out justice and fairness equally well. Your calmness and attitude had everything to do with being honest, dignified and prudent in all your professional dealings with the public. You kept the peace. You stayed the course and that is all we can expect from our men and women who valiantly and gracefully go out on patrol to canvas their communities and spread the goodwill among mankind. You were the class of your division. The cherished and loyal member who heroically aided his comrades who were trying to maintain peace in Dade County on May 16, 1979. You were the right person to lead other colleagues who needed that little gentle touch of motivation and positive persuasion. Lackluster and laziness are the phrases that do not fit in the description of police work and surely good hard working women and men in law enforcement recognize the awesome burden they carry upon their uniforms and badges of honor and pride each watch. You took your affirmation very seriously, Officer Cook, like certain things in life they are to be undertaken with humility and extra caution. Decency and dignity, class and consideration, care and a calming concern are the influences that assist each public servant in doing their official duties. Your role and direction was in service and in keeping the peace of all Dade County residents. Sacrifice and heroic actions are the cornerstones by which you have been remembered, saluted and admired for achieving. You were a staunch supporter of peace and unity, Officer Cook and this was carried out everyday by yourself in a manner that brought honor and pride to both your family and your department. To think about all the times you must have gone out and to be able just to function honesty and with valor, most of us cannot say much more. Tradition calls for one to act in a manner that is recognized universally by any organization or department. The morals and honorable work ethics of all police officers are expected no matter where they serve and protect the public interest. Where you lived and worked, Officer Cook, you represented all citizens of Dade County in a functionally structured way each time you were out on patrol. Integrity, dignity and compassion must take precedence over anything else. You will forever be revered and saluted for courageously aiding your comrades who were nearly killed and those of the civilians who too were nearly killed. Temptation can lead us all astray, police officers and public officials must remain clear of any of these negatives. Driving away from bad for any police officer does leave a bad impression. For while you patrolled, Officer Cook, you had unique perspectives each and everyday and yet your reinforcing influence remains etched in the hearts and minds of all Dade County residents even those who did not know who you were. The uniform you donned meant honesty, bravery and yet doing something you dreamed to become and that was to be loyal and faithful, diligent and reserved when called upon. You can be sure for the respect you afforded others, this has been given to you this day and everyday. May 16, 1979, will always be remembered as the day you battled and fought the wars against evil courageously and with a heart of sterling resolve. You will not be forgotten. You left a legacy for your family to carry on by and for those who enter the police academy, it is up to them to properly maneuver themselves with the same sense of reason and skill you so demonstrated. One of your stronger priorities in life and during your police career was to be considerate, honest and dignified. Cook, your Billy, must be looking down along with his dad, Charles, may he too rest in peace and they are crying tears of joy. For all your son's heroic accomplishments and stellar life of humility and humbleness, he will continue reaping the rewards for putting his life on the line and you can be mighty proud of his honor, dignity and integrity. To know someone is really to know someone. It's very sad that I never had the humble pleasure to meet and befriend you, Officer Cook. You would have been one of my very best and closets friends along with your honorably loving and giving family. Your integrity, esteem and dignity are all the proper reasons that we celebrate and duly pay homage to all of our law enforcement heroes who risk everything to enhance our safety and allow us the freedoms to choose to accomplishment whatever we want to do. Dade County can humbly look back on your life and career and find all the valid reasons as to why a cherished man like yourself deserves our deepest respect. Of course you gave this back to all citizens, Officer Cook and you demonstrated beyond a shadow of doubt as to why you were one of the top officers during your time.
