Reflections for Police Officer William Coleman Cook
Honor, loyalty and duty constitutes the character of a person. For any dignified officer out now on those streets serving their community, a little integrity also goes a long way into one's service of peace and liberty. For Dade County, it was your bond, your commitment to succeed mightily, Officer Cook, in this difficult battle over wanton wickedness. You answered your final call on May 16, 1979, at around 2:10 pm and less than five minutes later sadly, a life of pious and righteousness, a career crafted within the foundations of faith and devotion, a cherished respect for your position and those you watched over was taken in one heinous act that nearly took the lives of your partner and your two other colleagues who were obliged to go to that dispute in Liberty City. Officer Cook, your heart was bigger than mos tin the sense of loyalty, professionalism and in giving back. Society go more than it could ever imagine. Your unselfish consideration. Your humility all to humanity. Most of all it had yourself backing up calls of assistance. I can see easily why you were years ahead of others. Now I can see why you would have made a great leader. Success did not get into your mind. You were thoughtful and astute. Charismatic and measured in your tones of voice and tenacity. They carried your heroic legacy by leaps and bounds. You'll not be forgotten. Rest in peace my neighbor, friend and hero. Problem solving is every police officers goal, but more than that it is their way correctly doing things right. Getting to the heart of the matter. Good versus bad. One day the evil and its odor will be eliminated from mankind so that they can live in unity and prosperity for all who ever live and walk the face of this Earth.

November is now upon us. Your birth month, Officer Cook. The what if and why, they creep into our minds and hearts, your love, your life and career where your honesty and embrace meant as much to the citizens of Dade County, whom you served and protected and more. Your dignity and integrity factored into all your sound decisions of common sense, diligence and intelligence. A smart thinking person knows from where they came. They are aware that Our Creator steers their every move. One does not need to look very far, for you are with us in spirit, a spirit full of eternal vitality floating high above us looking down on our missions. These same missions of faith, peace and unity were the fruits of your success in establishing comfort and enhancement for all. And now because of your character, boldness and commitment to excellence and pride, colleagues salute your unwavering bravery, courage and humbleness to preserve the dignifies of all mankind. Like your gravestone, it shines brightly when the sun comes up each day. You were entitled, Officer Cook, to be with us. Your absence only makes your family and colleagues, friends from all over, it makes their hearts grow fonder. You were their hero. Your legend is the embodiment of purpose, vigilance and astute perseverance. Rest in peace my neighbor, friend and hero. You would have celebrated your sixty third birthday on November the 30th. Violence took a great man. A gentleman of multi talents, a supremely faithful and caring public servant to his community and the nation. Dedication and desire, devotion and determination steered your rudders, Officer Cook. You faced destiny, your cherished life, you relished your career with a great big smile. Honor retained within your uniform and badge. It consummated your achievements morally and proficiently.

There will be a change in leadership next week, Officer Cook. as people head to the polls to elect a new president. Change is not always easy. Letting go of the status quo is never simple. Two candidates with two completely opposite ways of looking at how to fix our country and the problems that still perplex, puzzle and confound us at times. You seasoning as a police officer was just the proper measure in assuring peace and serenity would be properly dispersed to all Dade County citizens. You did atop flight job, Officer Cook, a man of dignity, respect and authority. Your integrity, valor and character helped you conduct your professional actions. Gracefully and gallantry were riding with you on all patrols. Nothing would deter you from facing evil and engaging it, keeping it from spilling over on those streets where peril and pitfalls were lurking. Rest in peace my neighbor, friend and hero. A polished legacy. A shining badge and shoes to match and a uniform worn pristine. Perseverance and accessibility like no other. Those comrades have remembered their colleague of admiration and genuine intuition. All that mud slinging and name calling between the parties should and must cease if our country is going to carry on with the lives of our children and their children on the line. Bygones should be just that. Wars and strife need to be substituted in the heavenly name of peace. God is indeed watching over us and so is your beautiful soul, Officer Cook. One of service, honesty and courage from your heart.

Values matter. In our society it is cooperation, respect and responsibility that is cherished and can only be enhanced through future generations. We treat athletes like rock stars, when they go astray, use drugs, drink and operate vehicles under the influence or worse commit domestic violence against their spouse or a girlfriend, sometimes they are given a hall pass, in other words they dodge punishment. I'll bet you played baseball, football and basketball, Officer Cook. I know you played tennis with your colleague and friend who you saved that fateful day, Officer Keith DiGenova. Why can't people be held accountable for their actions? Police have to tow the line. They must be honorable, dignified and have integrity within their professional attire. One month ago on September 25th of this year, Miami Marlins star pitcher Jose Fernandez died in a tragic boating accident on his boat named "Kaught Looking." He was fond to have been over the legal limit and had cocaine in his system. Twenty-four years old. He saved hi smother on a boat coming from Cuba. She fell off and he rescued her. He left a pregnant girlfriend with a daughter to be born in February now without her dad. He made a terrible mistake and paid with his life. The county or city wants to rename a portion of NW 17th Avenue in his name. That same street bears your humbly heroic name. I totally understand. You were a Dade County police hero who brought honor to the people you served and protected. Their missions of peace and unity were delivered solely on your unwavering heroic actions of faith, hope and a driven determination to achieve which you did. You cannot be brought back, at least you will and have been saluted and rightfully honored these last thirty-seven and a half years later for your sacrifice. A decent man. A treasured gentleman of humility and character. That street as are all streets named for bravery and integrity should carry the messages loud and clearly, freely too. Freedom and liberty travel together precisely because of your conviction and pride in commitment to excellence, effort and endless energy. Rest in peace my neighbor, friend and hero. Jose Fernandez is not an evil person. Many Cubans admired his bravery years ago saving his mother's life. Sad his life ended too early in a boat at 3:00 am in Government Cut in Miami, Florida in those dangerous waters while under the influence of alcohol and drugs. That was a shame. Your life ending was a tragedy as you performed the way you were instructed to. You preserved and saved. Your legacy leaves us no doubt to wonder how much more you would have fulfilled? Never forgotten. You are to be praised. A truly humble Godsend. All public servants must and are held accountable for their professional and private conduct. The Internal Affairs Division is the backbone that serves as a check and balance for all its duly sworn and brave men and women of the law enforcement field.

Officers are our partners in pursuing peace yesterday, today and tomorrow. They make the process work within their environments of enhancement. When good hard working women and men who channel their passions and energies and loyalty into making neighborhoods safer once again then we know the job well be done right. It was Officer Cook. It was your masterful eyes and ears, your hands and feet that worked in unison to unite and deliver peace and tranquility for all Dade County. Violence is the sad realization of what evil can do, it causes terror, torment and tension. It can drive a wedge between those who strive for prosperity and preservation. Our minds don't think as clearly. But with your hope and dignity, Officer Cook, dreams and aspirations were realized, optimism and hope set its foundations down for a better life for all. The satisfaction of a job well done should make any police officer proud. It can only happen if that individual is dressed formally with morals, character and integrity. All the dignity and honesty is meaningless unless accompanied by true faith and humility. All of which you possessed, Officer Cook. The building blocks of a solid career and life founded on the principles of loyalty and a budding perseverance to administer justice fairly and for all. Dade County received the compassion and tenderness of your beautiful being, Officer Cook. It provided moments of reflection which shall not be forgotten. How can anyone forget a happy young man who set out to to perform a profession with inherent wisdom and leadership strong enough to muster the courage to battle? Evil takes the talents and God given skills of a few who are brave enough to channel their convictions and commitment into a difficult area which at times is hard to navigate. Citizens look at officers and their performances with an astonishing feeling. Amazing all the hard work that is being put into action by the many brave souls of humanity through their diligence and devotion. Having put in many hours of arduous training in the classroom and in the field, Officer Cook, it made you the heroic officer that your colleagues and Dade County has come to revere. The good hands, the common sense, the tone of voice, positive tenacity, honorable actions all were centered in the name of securing peace and unifying lives. People matter. Lives count. Timing is of the essence. Never more so than on that fateful day of May 16, 1979, when Liberty City experienced a domestic disturbance between a man and his girlfriend. Badge#1664 and its brave young man showed up, yourself, Officer Cook, with your partner that day, Reserve Officer Scott Lincoln. Something had to be done. Resolve and loyalty were placed on your shoulders broadly to protect and serve. Everything done was professionally handled. The sounds of silence can be deafening at times. Those moments when violence comes and leaves its ugly scars which are hard to heal, it is the process of coping that perhaps we may begin to heal. There must be a cure for this awful affliction that can strike at any moment. Like a tornado, it does not announce its presence. When your patrol car, Officer Cook, drove around Dade County, there was a great big smile. Now the sounds of happiness, faith and hope have truly arrived. Your sense of fairness, dignity and integrity have graced the front, back and side doors of those you served, preserved and protected quite valiantly. In life you can never be assured of some things, when you patrolled, Officer Cook residents were assured they would be safe and you were accountable for that. You remain admired and beloved by your family, friends and colleagues who each shared an important part of your life and career with vim, vigor and vitality. The saying goes something like this; the grass is greener on the other side. Dade County is divided into four corners. A Northeast, a northwest, a southeast and a southwest side. With over three-thousand men and women protecting life and property. I only knew your service at the time of your untimely passing to be in Northwest Dade in the Liberty City area. All areas have their elements, their exposures to crime. It was up to your bravery, Officer Cook, to secure peace and justice for all citizens. No matter what it took, your skills and training, you still needed your honor, reverence for your position and the telling dignity and integrity to go out and patrol, to reach and teach one and all. One magnificent job. Outstanding in resolve, character, clarity and in humble esteem. You loved your life and career, it was a crying shame it was taken away from you my neighbor, friend and hero. A gentleman and endeared colleague to all. Mankind's heroic angel. You were a warrior and savior, Officer Cook, no mistaking that fact. Rest in peace among the heroic and humane public servants who served their Lord with a passion and fervor. When timeliness counted, you were there to counsel and console.

That's the problem in society at times. People want to take, take without giving back. Giving back to our duly swore police officers who risk their lives daily on our behalf. Dade County has seen many officers come through its large venues, they came prepared for a battle royal in wanton violence. They wore their dignity pinned on their badges of pristine uniforms of bravery and courage. Yours, Officer Cook, had all the professional prowess and personification of punctuality and perseverance. Nothing to be take lightly. Never backing away from facing reality in the eyes of those who attempt wickedness. You put peace and sanctity back on the road map to a brighter today and tomorrow if only you were here to witness this amazement. You'll be remembered and cherished for your integrity, dignity and honesty which is symbolic of any officer's creed. The cries of help went out and you were present to save lives of those citizens and of your brave comrades. Rest in peace my neighbor, friend and hero. God's vestibules are being protected by all of His vigilant angels of heroism and of humanity. Humility shines. It sparkles like a diamond. Some officers could use a little more polishing. Better hurry with fervor and a sense of urgency. Crime takes no breaks or vacations.

God gives and God takes. The Lord blesses us in ways we might not see and yet His shining presence rests among us. His grace rested in your pursuits of peace and happiness, Officer Cook. Something all who ever walk the face of this Earth are very much entitled to. One who walks humbly, eats his bread with salt and rests with humility shall so be honored. You shall so be saluted, Officer Cook, for your saving grace and bravery during your watch over Dade County and its residents. To make unity and peace work as an oiled machine, the chains, its parts and whatever else is needed must function smoothly and with the combined endeavors of its people. Fixations and focused. All public servants must have their beings engaged on a target and that aim is to provide prudent, honorable and peaceful surroundings for all citizens one and all. Dade County is a large metropolis and it relies upon the ingenuity, integrity and intelligence from those brave men and women who wage an unwavering fight over violence, so wanton and wild, they have got to get a handle on this callous monster. You came, Officer Cook, conquered and calmed down those who tempers got the best of them. You'll be universally revered for your relentless attack on this wicked wonder. Its pangs spread out looking to ensnare anyone in its clutches. A kind and thoughtful young man and a gentleman of the highest humility. Rest in peace my neighbor, friend and hero. Screaming and cursing only exacerbate a heated moment. They cloud the brain's thought processes. When people are angry they need moments to get away and chill. Funny, on the Officers Down Memorial Page I thought profanity was forbidden. I have seen it while scanning the various reflections left for officers who gave their lives for the safety of the public. I also though if you were an officer involved in an ongoing investigation you could not reflect. I guess times are different and free speech and its right to compose are there for all to partake of. You never cursed or screamed, Officer Cook, you maintained that fair balance of civility and honesty while calming down people whose emotions may have boiled over. Peace and togetherness must walk that thin line just as vigilance and professionalism. Persistence and preservation must mark the ideals of every brave public servant, otherwise their watch ends without the desired resolve. Effort must match the dedication. Desire, faith and devotion are cherished tools to be utilized wisely and with great knowledge, wisdom and the maturity behind each and every journey of endeavor. You knew your profession well, Officer Cook. Your candor, class and decency spoke eloquently and efficiently. Rest in peace my neighbor, friend and hero. You'll be admired and saluted for your intuition, ingenuity and matching intelligence. it served Dade County and its residents quite well. Police officers are given a steady dosage of different things to handle. Some must be accomplished at once and not only that , they must possess a main diet of dignity, honesty and integrity. It is during moments of stress and duress where they must remain calm, focused and composed to get the most out of their professional attire. The uniform and badge worn go to the relevancy of ethics and character. Without these commitments, Officer Cook, you could not function accordingly to rules and regulations within your department. Keeping sane and civil allows the legal process to proceed on as a situation dictates.
