A man who masters his habits is praiseworthy. A gentleman who is of refined character he is to be revered. You were, Officer Cook, cherished and respected as a hero to so many people. Dade County provide the stimulus, now its best public servants have to steer into danger at times keeping focused on honesty and integrity. Dignity may not fall off the beaten trail, Those pathways were full of pot marks and yet you managed to be diligent and vigilant, Officer Cook at the same time. Balancing different duties one must be like a juggler, you did that marvelously and shall be commended. Rest in peace my neighbor, friend and hero. In heaven you are now helping God guide His wisdom and vision over those who have taken over your watch. The unity and peaceful scenes in Dade County can move on. You fulfilled your professional roles.

A fool scorns wisdom. A wise person drinks the knowledge and pleasure that life has to offer. Dade County had a yearning for peace and calm and there you were, Officer Cook, delivering gallons of gallantry and good grace. If not for your honesty, integrity and dignity back then there would no telling what might have been the end result? The peace, the solidarity were consummated under your watch built by sterling character, hope and a resolve like no other. Thirty-seven years later, Officer Cook, you are still fondly remembered for heroism and the initiative to enhance our society. they don't forget. A man of decency and success righteous in his life and dignified in desire to wage dominance over violence. Rest in peace my neighbor, friend and hero. While indulging in pleasure, keep in mind it may just be temporary, the moments and sands of time diminish each moment that is lost to advancement of one's goals and aspirations.

Police officers must neither be too brash in order to maintain the needed law and order on the streets if evil is to be ceased. When you patrolled Dade County, Officer Cook, a lesson for all officers keep your cool, stay channeled, cherish the zones of zeal and honesty that has been implanted in you by God. Dignity and integrity must never divorce themselves from any officer's collar. Those uniforms and shiny badges stand for representation and unwavering commitment to pride and excellence. Mustering courage mixed in with integrity and honesty, it made your career and its convictions more intense and that much more meaningful. The valor of a man rested solely in how you and other comrades performed in times of crisis. Crisis during stressful times are what brave professionals must deal with. Every time I see your smiling face, Officer Cook, it just makes me want to cry. I know you would not want to see a running stream of tears flowing. Your perspectives were to be at peace, create the environment of peace and to stay at peace together as one community. Officer Cook, you took burdens functionally and responsibly, no questions asked. It all stemmed from your upbringing in life, a life you relished. Never one to squander an opportunity. Your mother, father, sister and wife supported your professional choice. So did your comrades in arms. They mustered the same caliber of energy needed to concentrate on the jobs at hand. Taxing. Challenging. Yet this was your passion and you cannot undo a man's willful considerations. You were a hero, Officer Cook. Concern and a great love for your position oozed from your uniform and a badge worn proudly and wisely as you continue to be so admired this day and for always. Like a pilot, Officer Cook, you acted as the personification of how a professional should act. Honesty. Dignity. Integrity. They greeted you each day you awoke. A determined man, you set out to right those wrongs in Dade County firmly and with confidence. People can generally get the point when something is amiss. Twenty-five years of commitment, character and accomplishment were the benchmarks of your career and a well lived life with full of enjoyment and intrigue. Heroes and heroines back up their humbleness with superior actions of righteousness which have validated your success and ability to calm those who needed pacifying. Your purpose with faithfulness, loyalty and resolve. No one was disappointed. The eyes of God watch over your devoted soul as it shines and flies brightly each and everyday in His glorious shelter. It was your gentleness, Officer Cook, that preserved, protected and patrolled the streets of Dade County and its residents fostering peace, prosperity and freedom for all. Today is now. We ask You God for the blessings of health, peace and for safe travels. Police officers ask for help. They too seek blessings of peace and safety for themselves and their families. It is in those actions do they leave their homes to begin their shifts and hopefully return from where they came. Today is a gift because of your heroic actions, Officer Cook. A man deserving of more life. God saw those His windows of wonder through six solid years of honor, dignity and integrity. His grace helped you to navigate in and around the people in Dade County. A gracious man. Treasured and beloved by all your family, friends and professional colleagues who too stood toe to toe, face to face with violence lurking over their shoulders. You conducted your business and affairs as all who knew you. They recognized the righteous man of humility, class and decency. They have come to remember your spirit as heroic as you were on May 16, 1979. Turmoil and tension were restored, Officer Cook, by your compassion and kindness. You were a master of consideration and keen vision, guided by wisdom and intellect, intuition, the focal point of your career and life. Sincere and with a gentle spirit. The dossier of every police officer who takes on a new beginning in the law enforcement profession shall have, good judgment, sound character, virtues of bravery and fortitude. Most of all be available to work at all times and conditions. Unafraid to tackle whatever assignments are placed before them for resolution. It's a position one's chooses willingly, but wisely. There is nothing more nobler than to become a devoted and dedicated follower and at some point in time, a leader of other officers. First, let your honesty and integrity through humility shine through. Comrades see your work ethic, your personal and professional conduct. They saw the entire picture of your life and character, Officer Cook. They were convinced you were the consummate officer who would lead the charges for peace and liberty in the hearts of Dade Count and its community. You grew up here. You gave your life here. It was in your parents house where the pride and conviction all began to factor into the equation. Mr. and Mrs. Cook, you should be very proud along with Nancy of your beloved and darling heroic son. A considerate person places the safety and courtesies of the public before their own. Metro-Dade Police Department and its officers all have a mission. It is to act professionally. It is to be honest, dignified and tolerant of and to all citizens. Securing peace and fostering a sense of togetherness is their goal. The aim is to calm and appease those whose tempers may flare up. You were that right person, Officer Cook for the job. You kept your integrity about you. You were humble and yet whatever was called for to satisfy and to keep serenity unified you did in an outstanding fashion and won't be forgotten for your heroism. You aided and rescued. You fought the battle as a first class warrior of character and nobility. A commitment to pride and excellence wisely carried out. Rest in peace my neighbor, friend and hero. Convictions and compromises carry with them certain responsibilities. They were astutely achieved. In Dade County, Officer Cook, you were leaned on and counted upon to reliably and most ably take hold of violence and to attempt to ward off its negativity. You were a most loving and caring person. A compassionate gentleman with a humble soul that keeps soaring the heights of superiority. You were a noble and brave man whose dignity, integrity and honor placed within our beings and souls, peace and freedom for all. Unity depends upon a man or woman's decent character, conviction and commitment to sensibly handle rugged assignments. Distraction requires one's mind to be free of clutter. One must filter out the less important matters and to focus on the relevant. Police officers need clear minds and level heads of vision and instincts to be able to function soundly while sorting out various information. They receive from all sides. Still one must be available to stay open, honest and updated on any pertinent leads that can have the greatest affect in solving and resolving. Dade County as I've said many times was most fortunate to have you, Officer Cook, in its midst. When you display tact and a tenacious fighting heart as you humbly had, the citizens knew they would be taken care of. A man places his dignity and integrity on the line and gives more heroism than we could ever imagine, salutes should be forth coming for your desire, devotion and determination to see things through clearly and concisely. Rest in peace my neighbor, friend and hero. Your legacy is there close to those who call upon it for reference. Your character and its morals and ideals are forever. God when He takes His most beloved heroes and heroines takes their affections and affirmations to His shelters utilizing them for eternal protection. All the soul searching can be located just above us. Just imagine over twenty-two-thousand gallant and dignified professional guiding and watching over us. Violence sure as a sun coming up in the morning should pause and cease commission. Those who witnessed and committed are there to take notice. You are listening to us, Officer Cook. Public service protecting all people never ends even after one retires voluntarily or is sadly taken from this earth by the very evil they are sworn to eliminate. You were a humble man, Officer Cook. I meant to say, Officer Cook, that those who pay homage to your memory, do so with the high esteem. An eye doctor dilates our pupils to examine the back of our eyes. Your diligence in Dade County was dilated by dignity and devotion to all. When that call came out on the radio that afternoon of May 16, 1979, there was no thought of you and Reserve Officer Scott Lincoln, your partner that day, Officer Cook. of you going back to your station to finish your shift.
