All police officers whether here in Dade County or for that matter wherever they may patrol must stay alert and be on guard at all times. Those moments come and go and it's during these crucial times that care, caution and integrity must shadow each beloved and brave servant. Your trust and dignity, Officer Cook, was quite instrumental in securing the proper peace and togetherness for all citizens. The people spoke and you answered all your professional roles and calls with clarity, class and alacrity. An alert person can focus better on what needs to be done in order to shape the landscape of our society. And because of your diligence, devotion and determination, mankind can live and breathe much more easier and safer. the commitment, character, convictions all worn on your crisp uniform and shiny badge were the messages of faith, hope and optimism for justice fairly and firmly to be exercised. Thanksgiving is an emotional time for my family. My mother, Bernice, passed away thirteen years ago and is very much missed. When your family gathers and celebrates the holidays, I'm sure your on their mind, Officer Cook. A loyal and gracious fellow whose gallantry and grace was revered in all Dade County. Its residents were the priorities of your service and protection. When a person embarks on a journey in life, we pray for their success in their every endeavor. Honor and humility rode in your squad car along with your partners who persevered while keeping peace and its hopes unified. We Shall Be One. Worthwhile. Superior. Beautiful. Outstanding. Citizens should admire their friendly police officers. No need to be nasty when an officer comes over to speak with you. If you have done something wrong perhaps showing courtesy to them might get you off with a simple talk and a welcome warning. Some officers function by these principles. After all, for the benefit of those they watch over, they can write you up and give you a stern lecture. It is legal and within their jurisdiction to dispense proper law and order as they were trained to deal with almost any situation. Officer Cook, having devoted your life and career to service and protection, you were the supreme figure resolve and ingenuity that folks looked up to. Being a humble and respected hero here in Dade County, you will always be something who did their job, never complained and remained in the corner of the people. The holiday season has arrived. That is the wake up call for all law enforcement professionals to step up their efforts at making peaceful resolutions and that violence subsides forever. Unfortunately, don't think that will happen. I do think between the police and the citizens better utilization of communication skills might just help resolve some dilemmas. Since you were good at handling domestic issues, Officer Cook, firm, fair and calming, others learned their lessons from you. A young man whose mission began to take shape from the time you were a young man. A mature gentleman who went out on patrol in Dade County to serve and protect the quiet and security of his community. One where you were admired for your bravery, decency and devotion. If God could turn on or pull the switch to stop infamy and ignominious acts from occurring, then public servants probably would not be needed for service and protection. I'm sure you pulled a few citizens over, Officer Cook and wrote tickets for violations. It was said of my father that he was too nice to be a police officer. So were you, Officer Cook, a righteous man, a prince among those dignified and honorable professionals. You candor and demeanor when meshed with your integrity, dignity and honor provided more than a passing glimpse of why Dade County and its residents were able to live freely and peacefully. We cannot forget your valiant actions on May 16, 1979, they proved to be why you were so humble and yet so admired and special. You were a very decent and driven gentleman of faith and principles. Rest in peace my neighbor, friend and hero. We live soundly. We prosper justly. We can think wisely. If only we could have acted as you did, Officer Cook. Hoping and wishing are just a part of life. The struggle to maintain precision takes effort, skill and the right kind of tools to succeed. You worked hard enough, Officer Cook to reach a level of fruition where trust was earned. It can never be given out like candy. Police work requires its loyal and honest servants to earn their keep, to reach for the stars. Things are never quite simple. Difficulty makes the endeavor more fulfilling for that person. Officer Cook, as I have said many times, your service to the people was of concern, class and devotion all steered by desire, faithfulness and integrity. An officer's officer. Evil took your physical being from those who loved and treasured you, it did not take your soul away for it shines brightly and flies with perseverance and prominence each and everyday. I meant to say, Officer Cook, that it is sad, yet humble and enriching whenever I visit the Officer Down Memorial Page. Today would have been your sixty third birthday and so to honor a humane and beloved hero, my neighbor and friend who served and provided protection to all Dade County residents, I visited your grave and said a little prayer. You were a dignified and passionate man, a friend to all, cherished and admired by your peers for your bravery, character and the inner courage to fight a seemingly never ending battle over evil. It took your life and yet your soul still flies higher each day. God sees to that from His angelic men and women of valor whose legacies are sealed with the badges and uniforms you wore during your watches. Rest in peace. It's said and yet poignant when I visit this page of honor. To salute the life of a true hero. To reminisce regarding those moments when you patrolled the areas of Dade County and its citizens. To Dade County, you were their hero, Officer Cook, humble, beloved and admired for standing tall when adversity struck. Never flinching or batting an eye, you took control and it was through your personality, its honesty and integrity that took violence off the roads so people could achieve. People aspire. People hope and pray. You too did all that and were a faithfully loyal comrade to the other many colleagues in the Metro-Dade Police Department. They wanted dignity and peace to reign over torment and terror that violence distributes unfairly. You were one of the many heroes and heroines in Dade County, a large community marked by many different venues. Those who live want life to be as uncomplicated as possible. Futility is a product of failure. And failure cannot become a byproduct of a police officer's daily routine. To reach fruition which in turn may lead to a solution of a problem, an officer's honesty, integrity and dignity must travel down the trails of tenacity and discretion. Your successes in life and during your professional career, Officer Cook, were paved by the virtues of righteousness, perseverance and punctuality. Your service, preservation and protection of all Dade County and its citizens were made that much smoother by having the proper conduct and due diligence to attention and details.
