Thank God for friendship. It's the saving grace for all mankind. When honor and loyalty were demanded, you performed, Officer Cook and discharged your professional duties with all the class, perseverance and resolve that was called upon. Public servants must remain dignified and have a humble dose of integrity surrounding their every move. Dade County pays homage to its heroes and heroines of courage and valor as we know your efforts helped to deliver peace and serenity to a community looking for calmness and boldness from its heroes. You were a considerate man, Officer Cook and a caring man with a humane and noble heart. You'll never be forgotten for leading other comrades through danger and achieving a measure of fruition that has only enhanced our society for the improvement of prosperity. Rest in peace my neighbor, friend and hero. I'll will always keep your family and your beloved mother, Mrs. Julia Cook, in my thoughts, heart and prayers. You were her beloved and darling son of heroism who directed evil away from us.

A decent and thoughtful man of humility and the wonderful personality that saw your life missions and their tasks of tenacity and faith through hope until God needed your soul back in heaven. Character leaves pleasant memories of a noble warrior and a gifted Godsend. It was founded in the designs of common sense, leadership and wisdom beyond your years. Fantasy is just that. The vivid reality of our world today is greatly different than decades ago. If violence is allowed to romp around uncontested and not properly defended, then the results will in the end speak for themselves. You took pride and maintained honor and dignity, Officer Cook, when serving all Dade County. There was no doubt, there was no reservations as to your astuteness, awareness and resolve to battle this venomous villain that has wreaked havoc on those citizens who desire peaceful lives and the opportunity to pursue happiness and fulfillment. Babies require pacifying. Adults need calming. Violence presents at times a most chilling aftermath in that it can wreak unending mayhem. The kayos and terror that strikes fear into even the most taciturn of individuals. What Dade County most relied upon was your unselfish morals, honor and integrity, Officer Cook, to see resolve, relief and dignity delivered back to its citizens. No excuses. No promises. Just unwavering commitment to pride and the excellence that usually backs up stellar character. The care, the concern, the compassion all channeled together by humane and heroic actions that public servants should routinely demonstrate while performing their daily duties. Enhancement follows its cues from conduct that is professional in every way, shape and form. You were a first class gentleman, a savvy officer and a man on a mission of faith, hope and goodwill which brought peace and quiet to those whom you served and protected and will never be forgotten. Rest in peace my neighbor, friend and hero. If Mr. Pearsall, the young man who took your life, Officer Cook, could have been calmed down enough as depressed as he was, rational might have allowed you and your colleagues to seek help for him. Nevertheless, you were an unsung hero, Officer Cook, your leadership, vision and wisdom were those beacons by which all future officers brave and honorable must serve their communities by this edict. Walls are walls. They are inanimate objects. Yet they are erected for a specific reason and that is to remember with solemn contemplation your life, Officer Cook and that of your fellow angelic heroes and heroines, brave and decent who achieved fulfillment doing a job that comes with danger and peril. It was your dream, goal and realization. It now becomes our inspiration and objective not to forget what you meant to society as a whole.

If a man of character, humble distinction and commitment courageously serves Dade County with all his might and inner strength from his heart, then he or she should be humanely saluted and forever honored as a hero. The stamp of success, the seal of approval was cast over the residents of Dade County when you, Officer Cook, served and policed their streets looking for peace and sanctity, civility and humility that could spread and passed down to others. Through your leadership of love and honor, dignity and integrity, honor was restored justly and wisely. The eyes and ears of Our Creator look down upon our heroes and heroines of bravery and valor, its beauty so solemn and serene, those gentle breezes blowing goodness and calmness through the various venues where vigilance and due diligence are called for. Public servants are those humane and charismatic individuals who take notice, perform noble and heroically unselfish actions to benefit us and we can only praise and be grateful for their acumen. You did your job, Officer Cook, excellently and in an outstanding manner with character and reverence for your professional role. Your sacrifice brought cornerstones to the forefront and stapled down the solid foundations of enhancement for a brighter tomorrow and a positive future for all. Staring down the barrel of a gun, one can only wonder. Do they have moments to live out their life or for that matter even be able to think. Police officers are very trained and properly prepared law enforcement professionals who go out of their way to safely secure our peace, dignity and freedom of movement. all done and accomplished by your unwavering and unselfish integrity and honor, Officer Cook. The pride, the commitment, the character and quality of conviction was there and so were your courtesies and calmness. A reassurance that things would go well. If only on that tragic day of May 16, 1979, when Dade County was protected for six years excellent and fruitful hours of fulfillment in your missions of mercy, faith and hope. You did God's will and He needed your everlasting affection, bravery and humble and humane esteem back in His golden streets of heaven walking that beat where no harm would ever befall you again. You remained dedicated and decent, Officer Cook, in your long and hard fought battles over this menace of an obstacle to our society, violence and the terror and fear that its chords of consternation strike. Dade County was very much delighted and grateful for your humble roles in their emancipation, all made possible by the humane realization of your honesty, dignity and integrity, the class and character by which all public servants must suborn themselves to become. when one goes out on the streets to patrol for peace and quiet it is not good enough to have a half empty weapon. Their unit and uniform must be complete with ethics, desire and drive through inspirational motivation skills which are essential in this never ending fight over violence. You commanded respect, Officer Cook, all because of your frame of mind, speech and God given abilities to look for ways to create a peaceful and taciturn atmosphere. To cease and to surrender in this battle over evil would be akin to raising that proverbial white flag. You kept your class and valor about yourself, Officer Cook and we the citizens of Dade County are much better off for it. Only decency, dignity, devotion and dedication can add to the flames of ferocity, integrity and the honesty that all public servants must maintain while on patrol of our peace and its prosperity. Violence creates those caves where until the smoke clears and evil is captured and taken out of the equation, our concerns must be validated by the aggressive pursuits of our most bravest of men and women. You assisted in this fight, Officer Cook, your nobility toward humanity will forever be humbly saluted. Police still have a devil of a time controlling wickedness, it is a two way street. It takes talk and the public to partner together in this war where fruition needs to be sooner rather than later. Rest in peace my neighbor, friend and hero. No small order. Dade County has seen many superb men and women of bravery and integrity persevere and protect our peaceful movements. You perceived, Officer Cook, what needed calming, influencing and correcting and did not need very much supervision in these endeavors. Our lives and unity have been made more sounder because of your unwavering and unselfish sacrifices on behalf of mankind. It's no wonder dedication and desire along with dignity and decency do go along way down those tenacious trails where ferocity and character help positively conclude a bad circumstance. Lately it's been raining like cats and dogs in Miami-Dade and in Broward County. Those dog days of summer are upon us. Those hot and clear days were upon you, Officer Cook, that day of May 16, 1979, when you left your Norwood home in North Miami and your beloved wife, Karen to go out on patrol in search of freedom, clam and peace. What transpired later that day in Liberty City in Miami was no doubt a calamity and very tragic. Your inspirational honor, kindness, compassion, desire and determination was there for comrades and civilians to personally witness. A man's character, dignity and integrity molded as one to endeavor to calm down an agitated young man, depressed and bent on carrying out a heinous act of violence against his girlfriend and society as a whole. You tried to stop this, Officer Cook and you did by giving your young life and a police career headed for more fulfillment. God was watching and observing your humble destinies and your missions of mercy, humility and faith coming together uniting Dade County and its residents in serenity and in peace. You'll be remembered and deservedly honored for helping to properly structure all humanity by undaunted character, pride and commitment to excellence. Rest in peace my neighbor, friend and hero.

When the gauntlet falls it's time to go to work. Policing is a full time twenty-hour seven day a week position. It takes rigor and the right stuff to go out and be honest and dignified as you were, Officer Cook, to serve and preserve the sanctity and civility of Dade County and its residents. If calm and optimism was called for, you were the right brave and humane gentleman to do what was deemed proper. As of now our country has been plunged into turmoil by the terror and violence being perpetrated across the pond, overseas. Dade County was well protected and serviced by your loyalty and the sense of integrity and honesty that police positions call for. Safe, secure, separate in the sense that we can all live as we choose and that was your pledge and commitment, Officer Cook, your unwavering and unselfish character and pride that sealed serenity and enhancement as both the embodiment of cornerstones and foundations you and your esteemed colleagues helped to place here forevermore. Dignity and humility rode front and center, Officer Cook, as both your eyes and ears guiding you safely through your daily journeys of mercy and hope, faith and the pursuance of justice and equality for all. You guaranteed this, Officer Cook and came through in times of trouble, distress and misfortune. Always revered, respected and greatly admired for performing years ahead of the curve. At times that curve is steep, you were undaunted and unafraid to stand in harm's way to preserve and provide for our dignities. Life has so much to offer, it can't be frittered away. There was much to do and a task so demanding. You handled problems, issues and circumstances with only class, decency and motivational leadership, Officer Cook, to be fondly cherished and never out of sight of our hearts and minds. A badge and a uniform represent the very responsibility that all public servants take on when they begin their professional careers. Mayhem and kayos must be dealt with. deliberation must be consistent and once again firmness and its fairness must prevail for all civilization.
