It's humanity's way of gently touching our very souls of security and peace the way you touched Dade County and its folks with your heart, Officer Cook. Your humble and outstanding character now and forever resides in God's heavenly abode as you rest in peace my neighbor, friend and hero. Nothing like tackling wickedness with all your might, you can never go wrong. If not for a troubled young man, Officer Cook, we will never know if you would have been here to see retirement. Just keep looking after your family, friends and comrades who continue their occupation in stopping violence.

The criteria for success as a police officer is as follows: they must be physically able to handle the rigors of the position. Two, they must possess an acumen of awareness, access and accountability while maintaining their humble and humane honesty, dignity and integrity. Courage from within, valor from morals and proper courtesies and the bravery of being bold, having a vision of commitment and the conviction to right the ship from evil something you accomplished very well, Officer Cook, on behalf of all Dade County residents. You allowed peace and unity the chance to fortify our very lives of serenity and safety. Rest in peace my neighbor, friend and hero. You were a well respected and admired public servant who championed the causes of why we live decently and that enhancement can fruitfully travel throughout mankind, its journeys of hope and faith stronger than ever.

The blind may not see but with decent hearing can detect a problem. The problem nowadays it seems that infamy has lost its sight and touch with reality. Good men and women of humble honor and esteem have served within the ranks of the Metro-Dade Police Department and nothing changes the fact that as one of forty-two dedicated and dignified public servants, Officer Cook, you certainly wore your badge and uniform with plain old integrity and the commitment to steer evil away from us. It's peace and serenity needs to be that nobly defining moment. It's never too late. Morals and good solid character just need to be accentuated. Rest in peace my neighbor, friend and hero. You had your hands, Officer Cook, on the pulse of your constituency never lacking for boldness, reason, vision and that word effort. Energy, efficiency and excellence are demanded from all honest and trusted servants. There are no guarantees and nothing to be taken for granted.

Resourcefulness and resolve don't require a reservation. For we know preservation needs careful contemplation in order to achieve a means to the end. Police must function diligently and honestly under this mantra, because if not all the integrity and dignity pretty much means nothing. No zeroes in your life and career of success, Officer Cook, your protection and service had all in the best of hands. A mind and a soul do need to compliement each other, one without the other is like sending an untrained person in a dangerous line of fire and mischief. You need all ther training and practice that you can receive. Your humility and outstanding conduct, Officer Cook, was the deciding factor in your life's endeavors and a career with more to fulfill left behind for your beloved family to advance in their destinies and in their desires. Rest in peace my neighbor, friend and hero. Your journeys and mercy missions were complete and the conclusions are now found in heaven where your treasured soul sleeps soundly. To deter crime there must be some real hard dedication, devotion and the motivation that can resolve and search for answers. Police work requires thinking and doing, just sitting and having an instinct won't cut the mustard. Your character and conviction, Officer Cook, produced good results for the most part for all Dade County and its people. Good honest and hard working people are sometime shard to find. Recruiting becomes much tougher in that you have to sell a direction, a product by which we the residents utilize on a daily basis. Policing and serving may sound easy, it's not. To dream is simple and what is divine is Our Creator watching over thousands upon thousands of valiant servants, men and women of stellar character, solid commitment to excellence and the pride you take in wearing a uniform and badge of boldness as you displayed gracefully for six years of faithful and loyal service, Officer Cook. A humble and humanely honest man of integrity and the dignity for which you sought justice, peace and the freedom to make a difference in our lives. Your heroic career was one of talent, skill and the inspirational vision and wisdom to be able to lead others through torment and evil while keeping a calmness about you. You will always be your family and your comrades' savior for what you did on May 16, 1979 and on all other occasions. Humanity has your blessed and cherished name humbly where it may be seen and devotedly saluted for its humility to those dispatches you answered as required or voluntarily were present to assist and to save lives. If those foundations would ever collapse, we the people would be put in terrible harm's way. Your part, Officer Cook, which you accepted willingly had its rewards, yet, also had dangers and you protected the public safety and restored peace and serenity in a very honorable and intensely dignified manner also through your humble and unselfish integrity. I know while your family gathers to celebrate this Thanksgiving you will be on their minds, in their hearts and somewhere a laugh or two will break the ice. They will feel your gentle spirit touching those drumsticks, the gravy bowl, the cranberry sauce or whatever they partake of. You are their hero, "Uncle Bo," Officer Cook. You delighted people with your engaging smile and friendly demeanor while serving and protecting our peace of mind and stabilizing our serenity. Dade County remembers all its heroes and heroines of humility, their dignity, honor and integrity coupled with their character and principles has led us out of the doldrums of doom and violence. Enhancement can fly high like Old Glory once again. Rest in peace my neighbor, friend and hero. I am going to Tampa Sunday for a family wedding, you'll be on my mind, Officer Cook, it may seem like a preoccupation, diligence and vigilance that never wavered. If there is a computer anywhere I'll try and leave a note for a humbly noble gentleman who gave his life for missions, journeys and destinies to take shape. Hope, faith and devotion shall always be given a top priority. I am planning on sending your sister, Nancy, a long overdue letter and hoping your mother, Mrs. Julia Cook at age one-hundred and two is doing well in California. Pay heed when compliance is called for, it may save your life. When any police officer instructs you to do something better to listen up than run and cause them to shoot. Of course utilizing deadly force should only be implemented whenever any officer feels their life and those of the people they watch over are endangered. Your whole career and the life which you led and exemplified, Officer Cook, was one of character, morals and the intelligence to distinguish between knowing and wisdom rather than callousness and reckless abandon. Dade County has felt the strokes of your humble and gentle dignity, honesty and respectful authority, as it made the elements of peace, unity and prosperity a virtual and humane reality. Decades later my neighbor, friend and hero, you continue being saluted for fruitful and faithful missions which culminated in dignity for all humanity. God had other more eternal plans for your cherished soul of bravery and boldness now resting in peace in heaven sheltered by your father, Charles, may he too rest in peace and those of your sisters and brothers all angelic heroes and heroines given wings by which to fly higher everyday.

Public servants are front and center in our society's battles against evil. No ifs, ands and buts. Their bravery is supplemented by courage from the heart and the additional honesty, dignity and integrity that is required to get all the challenging assignments finished and resolved. You were Dade County's humble and humane hero, Officer Cook, etched in our minds and souls. Your soul of character and security cared and was concerned that peace and its prosperity would be everlasting even after you untimely death at the hands of a disturbed and distraught young man. His plans and God's plans just did not end were civility would have been more noble.
