Detective Delberth Phipps, Jr, over the past 3 days, I have been a part of the motorcycle escort, taking a group of bicycle riders for a 250 mile ride from Norfolk, VA to Washington DC as a part of the Police Unity Tour chapter VIII. They ride in honor/remembrance of our officers who have given the ultimate sacrifice. This year, I was given a memorial bracelet to wear during the 3 day journey. I was honored to be given a bracelet with your name on it, I took you on the journey with me and the many other men and women in Law Enforcement all the way to DC and visited your name on the memorial wall. It was truly an honor, you will never be forgotten.

Det. Phipps, Jr. was a great Detective and a greater man. I had the honor and privilege of being one of his Training Cadres when he came through the VI Police Academy. He exhibited greatness then and throughout his law enforcement career.

He paid the ultimate price doing what he would always do.... He always was there to back up and support his fellow officers. He never said no and was always there for you.

There will be a gaping hole within the VIPD for a long time. May God bless his family, friends and his brothers and sisters in blue...
