Garland Joyner was a true friend and good police officer. I had recently been hired. Garland welcomed me even though I came here from being a State Trooper from Fla. When I came to Portsmouth, Garland was the first person I met and rode with. He showed me the city, where to eat and where to go, under a big shade in Churchland. Garland also made sure I knew how to dust for finger prints.
When Garland passed we all said there was too many unanswered questions. I was pleased when evidence showed that it was not suicide but foul play.
I hope that in coming years, the case will be solved. RIP Garland.

Garland, I had no idea that you had left us. You took me as a friend in 1972 and I appreciated it. My regards to your family and our PPD kin. I continue to display a LEM license plate.
