Dove was always the one smiling, as the rest of our cyclemates grimiced in the pain of our Guam Police Academy training 38th cycle, from 2-1998 to 4-1999. Upon graduation as i was a single officer looking for a new home, Dove gave me one of his twin beds to fill my first apartment. Just like Dove to always lend a hand to anyone in need. I am glad to have served as an Officer by his side. Forever your cyclemate Former POI D.M. Zaragoza.

It has been an honor to work along with Police Officer III Siegfred "Dove" R. Mortera. He was a very hardworking, dedicated police officer. Dove's last assignment was with Guam Police Department's Special Investigations Section, Narcotics Enforcement Unit Supervisor and a Deputized Drug Enforcement Administration Task Force Officer, who had strived so hard to help slow down the illicit drug problems that had plagued our island. His hard work and dedication to his duty and love for our island will never be forgotten. "Yea, though I walk through the valley of the shadow of death, I will fear no evil; For You are with me; Your rod and Your staff, they comfort me". (Psalms‬ ‭23‬:‭4‬ NKJV) Rest In Peace Brother Dove.

On behalf of the Westerville, Ohio Division of Police, our thoughts and prayers are with the immediate family of Police Officer III Siegfred D. R. "Dove" Mortera and the extended law enforcement family of the Guam Police Department, Guam. Rest in Peace brother and watch over us.

I fight not for glory or fame, for they are momentary. I fight for those who can't. I fight for Justice. I fight for the oppressed and the down trodden. And if I should lose my life for these just causes, then I have no regrets, For I serve to protect the innocent. It matters not where or when, for evil knows no boundaries. Be it fire, flood, or the threat of tyranny, I will not flee. Justice is my weapon. Faith is my shield. Hope is my armor. Cry not at my passing, for it was my Honor to fight for you. I don't personally know the fallen brother in blue; but we all have to get and keep more of a handle on our health. This could happen to anyone of us during our careers. Be mindful of what we put on our folks and keep that head on a swivel.
