Frank has taught me more in over a decade of working with him then any Instructor or Supervisor could ever. When he spoke to you it came from the heart. His patience and understanding was one of his greatest attributes. Words can not express my sorrow and the only comfort I have, is in knowing that he is with his wife, Janice. Frank, was the first MPD Officer I met when I arrived for my oral board in 1989. I remember how impressed I was seeing him in uniform standing outside the interview room door.
When Pat and I graduated from the RIMPA and FTEP we found ourselves working 16 and 24 hour shifts because of Beach OT, annual leave and sick days taken by other officers. 20 years agowe didn't have a policy or regulation limiting the hours we could work. Needless to say it sucked. One afternoon, After starting my third 8 hour shift, I remember Lt. Lema telling me to take some time and grab a shower, some food and a nap before going on the road. He told me he would handle the calls in my area.
He always cared about his officers and always looked out for us. I never saw him lose his temper during a hectic call or when dealing with a POS on the road or in the station. He was a consummate professional law enforcement officer who will be missed by anyone who knew him, especially me.
