Mr. Don, Mrs. Barb, Mrs. Amelia (Grandmother), Donnie and entire Licato Family,
May God grant you comfort and peace during your time of need in the days, months, and years to come. May you cast your burdens upon our Heavenly Father's shoulders, for his love for all of you is the same love he has for his Son Jesus Christ. Charlie was dedicated to Family, compassionate for those he served and those he supervised. His Spirit will live on and fill the void to your Family and each of us who were able to come in contact with him.

I am fortunate to have worked with him and had a very respectful relationship with him on and off duty. Cpl. Licato "Charlie" always put other people first, especially those in need. His Heart was big and he always wanted to do the right thing.

Please know that my thoughts and prayers are with each of you.

Respectfully

DFC. Scott Rowe
Harford County Sheriff's Office
