This man was a relative whom I never met. My aunt told me about him. She remembered him as an officer who took careful notes and had neat handwriting. More than a century later, people still remember details about a good officer.

Sir, It has taken almost 106 years, but you are finally being honored. I would just like to say thank you for your service and sacrifce for the citizens of East St. Louis.
