I can't believe you are no longer here. As I recall you sitting in front of me in class in the Q. Always, at peace, nothing really made you unconfortable, you were always so in control. I am so proud to say that you were my classmate, you were an awesome classmate. You will never be forgotten. May you rest in peace. I will continue to pray for you wife and son, and your family. I heard that Sam, after he arrived at Quantico, was so impressed with the caliber of his fellow agent trainees that he wondered how he had been included among them. I understand his amazement because the men and women I've trained with and worked with in the FBI are an inspiring group who bring a tremendous level of accomplishment and skill from their prior experiences into the organization. The fact that so many individuals with such varied personalities and unique backgrounds can be united to put their lives in each other's hands simply by a shared dedication to justice is the ultimate testament to our country's strength.
But Sam never should have wondered. He was a thorough investigator, steady and steadfast in all circumstances, and a humble master at connecting with people. He was also courageous. And no investigation or intelligence, however skillfully assembled or collected, is of any use without some following action. To punish or prevent, at the end of the day we have to intercede, sometimes in the face of an opposition determined to kill. When that time comes, you need someone at your side who has learned lessons that can't be learned in training, someone like Sam. And without the ability to execute at the end, the rest is worthless.
To Sam, to all my fellow agents and colleagues who will soon force away their grief at this seemingly senseless loss because the job we have to do is too important to leave to someone else, I can only say this: there is nothing that I can claim as an accomplishment that gives me the pride I feel at the fact that you've been willing to have me in your stack. It has been and will continue to be an honor to serve.

Sam the only thing that has made me smile in the last few days are the thought of you and I "following at a safe speed" Rocky and Keon all over the district in the old shark...lol I remember you turning on and off the sirens while I was calling it out.lol untill you broke the knob off and threw it over the seat. It was pretty funny. But the funniest thing ever was when the "following at safe rate of speed" was over we got stuck in the mud on the only grassy hill in SW Baltimore...lol the bad guys got away aleast that day;) My husband reminded me that you and I sat on the hood of the car swinging our feet laughin like crazy because Sgt Yeater drove by and yelled at us. I think we waited 3 hours for the tow truck...
I always knew that you were destine to to great things. I remember how happy you and Brooke were at your wedding:) Sam I am so sorry this had to happen to you. My husband often refers to you as my "big brother" who I was always in competiton with for "dad" Sgt's attention. It was only because I could see what a good officer you were and I longed to be as good as you someday!
Brooke please let us know if you need ANYTHING Sam will always be part of the BPD SWD family. I will NEVER forget.

The Hicks family are in the prayers of all in my family. While I did not know Sam personally, I am a part of the FBI family and I grieve for his family. During my tenure in the FBI we lost five agents whom I knew well and admired greatly. In a career of 24 years that is alot of sacrifice for one organization.
My daughter is an instructor at the FBI Academy and she remembered Sam as an outstanding student and I am sure he was a great agent.
Sam's sacrifice and that of his family, to this country, in the enforcement of its laws, is one, I believe, that God blesses and keeps on his "ledger" for when we are all finally judged.
May he rest in peace and may the perpetual light shine upon him.
