Reflections for Town Marshal James Joshua Payne

Let me say thank you for your Service during the Civil war to the Union army and your service to the citizens of Indiana. Your sacrifice will never be forgotten.
Question: What makes a cold blooded killer, that was already on parole think he is entitled to be paroled again for murdering anyone let alone a Law Enforcement Officer.
You continue to rest in peace Marshal Payne. Your fellow Service members had your back.
