If so, why was he free to kill again?

Every day I walk by your locker and tap on it on the way to get ready for my shift just to acknowledge your presence. Thank you for your service and sacrifice. I was watching a program on television just now. At the end of the program there was a statement that said "In remembrance of officer Derek Owens of the Cleveland Police Department." Until I watched this program I knew not who Derek is. I know now he is one of my brethren in the thin blue line. And now that I know your name and your story Derek you will always be with me, as are others, for the length of my days. Rest in peace and know that others continue your work for you. Thank you for everything you did while you were in this life with us. Prayers for you and your loved ones.
