I have worked with "Smitty" on several different assignments. On the night of the incident I was his supervisor. It's the hardest thing to see, one of your own, one of your men, and a friend in need of help. Officer Smith was a Top Cop, this year he was being nominated for Police Officer of the Year for solving numerous extensive cases on a Patrolman level. He will be missed by many, but forgotten by none. Those of us who knew him should be honored to have had spent the time with him.

The worold has lost a great officer, and an even greater friend. My condolences go out to your family and friends, especially Marivin. I had the chance to meet Frank at DEA training in Souix Falls, South Dakota. During that training, not only did I meet a brother in law enforcement, but I met a friend. Thank you Frank for your dedicated service to the Guam Police Department and the citizens of Guam, and thank you for being my friend.
