ANDY, THE FIRST TIME I MET YOU ABOUT 7 YRS AGO WHEN I WAS WORKING SECURITY AT ARNOT MALL AND YOU SEEMED TO BE A VERY GOOD MAN. I HAVE HAD THAT CHANCE SINCE THEN TO TALK TO YOU A FEW TIMES AND MY FIRST THOUGHT ABOUT YOU WAS TRUE. I AM SORRY THAT WE HAD TO LOSE ANOTHER BROTHER TO THE HANDS OF SOME DIRTBAG'S. Trooper Sperr, I want to thank you for patrolling the area in which I used to live. I only wish we would have met so I could personally thank you for all the good work you did.
My wife was in the bank that was robbed two hours before the robbery. Had I known what events were to later occur, I would have felt better knowing a man like you was in the area to protect her.
I salute you sir and wish the best for your family. Rest in peace Trooper Sperr.

Tpr. Sperr, You were one of the many NYSP troopers who unselfishly volunteered to come to Louisiana in our state’s greatest hour of need after Hurricane Katrina devastated the Gulf Coast. You were in the first wave of NYSP personnel to assist, unofficially known as the “NYSP Expeditionary Force”.
A few of us were at the Katrina Task Force Office (AKA –Troop N) this morning closing-up shop when we received the news. It was a somber moment. Those present all agreed that in our hearts that one of our own Louisiana State Troopers has passed.
I would like to share a special moment with your family. On September 28, 2005, Lt. C. Saizan and I were preparing for the arrival of the first wave of NYSP troopers to arrive in New Orleans to assist us on the Hurricane Katrina Task Force. While we were attending to some logistical issues for the task force, we entered I-10 eastbound from Williams Boulevard in Metairie. We were suddenly passed by 5 dark blue police units which neither one of us recognized. As we looked at each other, trying to figure out which agency these units belonged to, I looked in my passenger side mirror. In the mirror, there were more of the dark blue units in a line as far as the eye could see. As the sixth unit passed us, we realized it was our brothers from New York who had come to help. The sight of 50 NYSP units driving down I-10 in Louisiana was something to behold. Chills that went through our bodies, and we both were gripped by emotion with the thought of our New York brothers who had come to help us. The emotion had such a hold on us that neither one of us spoke to each other for a few miles. I do not think either one of us will ever forget that moment as long as we live. A few hours after that incident, we had a chance to see the faces of those who had come to help. One of which was Andrew’s face.

We honor the courage of Trooper Sperr. It takes a great deal of courage to hunt down and confront armed criminals. Trooper Sperr acted heroically and in keeping with the highest standards of New York's finest. Andy started his career and worked with me for nearly 4 years at SP Monroe. We learned the job together. We developed a great friendship and were there for one another, during that time, for both the the good and the bad. "AJ" was a genuine friend and a hard working Trooper.We shared many milestone experiences in our lives. We recently re-united while at the Hurricane Katrina detail in Louisianna during the month of November. After ten years he was still full of spunk and strived at being the best Trooper he could be. Andy, I will miss you, but I will always remember all of our experiences together. Your are a true friend.
