I would like to offer my heartfelt condolences to the family of Trooper Andrew Sperr. Although I only knew Trooper Sperr for a very short time, I am proud and honored to say that I met a true hero that unselfishly gave of himself so that others can enjoy the freedom that we so cherish.
Trooper Sperr and more than 300 New York State Troopers responded to Louisiana to assist the Louisiana State Police and its citizens with the recovery efforts from Hurricane Katrina. Trooper Sperr was one of the first one-hundred NYS Troopers who volunteered to come to Louisiana not knowing exactly what the living and working conditions would be like. On behalf of the Louisiana State Police, Lt. Dean Behrens and I had the honor of welcoming the men and women of the NYSP and were quite humbled by their presence. These men and women displayed discipline, professionalism, esprit de corp, generosity and most importantly compassion during their tour in Louisiana. We will forever owe these men and women a debt of gratitude for all that they did for us.
To you, Trooper Sperr, I would like to take this opportunity on behalf of the Louisiana State Police Troop N, New Orleans, to say thank you for your dedicated service to our department and the citizens of Louisiana.

It was not long ater Hurricane Katrina alot of New York State Troopers came to this region to assist in providing law and order. Even though thousands of miles seperates us we are all brothers and sisters with the one goal to provide protection where ever the call may come from. When we loose one giving the ultimate sacrifice we grieve together.

I was the station commander at Painted Post when Andy went through his field training there in 1996. It was evident even then that Andy would be among the "cream-of-the-crop." I only saw him a few times over these last several years, but he made sure he said hello to me and made me feel important to him. After attending the funeral yesterday, it is apparent that Andy made everyone feel that way. What a great man, and what a tragic loss!
To the Sperr family, and to members of SP Horseheads and Troop E, Zone 4, you have carried yourselves throughout this ordeal with dignity and grace. You are rightfully proud of Andy. I have no doubt that Andy is equally proud of you.

I am continually reminded by their actions, and yet still amazed by the quality of the character of those that wear the police uniform. It is actions like yours, Andy, that show the world why it takes a special type of person to do this job well. You did not lose your life that day- I believe you saved other Police Officers from injury or death by fighting with all you had- allowing us to arrest them.
I will forever be proud to wear the same uniform you did! Thank you!
