How strange it is to know that I spoke to you all the time but our eyes never met. Our co workers, your friends and family speak so highly of you. I wish I would have had a chance to meet you face to face. You walk a heavenly beat now, in a better place. I know you'll be watching over us. My deepest sympathy to every persons life you touched. Thank you dear guardian, for all you gave us. Rest in peace now. Your brothers and sisters will take it from here.

To the Family of Phil Owens:

I went to college with Phil and what I remember the most about him in Goold Hall in 1990 was his sincerity, positive attitude and being supportive of everyone in his reach. As the oldest person in the dorm, I looked to Phil in admiration for his maturity. I lost track of Phil after graduation but I kept up with his achievements through Deputy D. N. Johnson from the Wake County Sheriff's Dept, who's like a brother to me.

In this time of change , I pray that you will stay strong and remember the life that Phil led. He was a great provider on all fronts and the Lord will bless you in some fashion by his time spent on Earth and experiences with him. We as people don't always understand why certain things happen to good people but it is not for us to judge. I hope and pray that you will continue to be strong and live life as Phil would have wanted you to. Be blessed and God bless everyone.

To: The Man whom made my life complete. You told me that I needed to toughen; Guess what I have gotten stronger. I can't thank you enough for all you done for me over the years. The past 10 months were so special. I will still celebrate our 1st anniversary and the ones after. I miss and love you so much but I know we'll meet again someday. Don't eat all the food up at "HEAVENS LOBSTER AND OLIVE GARDEN" save some for me. The chicken you cooked the last day was wonderful. Shon got her braces today and they look so cute. She made the honor and I know you are so proud. Although you are not here physical I feel your sweet spirit daily. I promise to still graduate for you. I love you baby!!!

My heartfelt prayers are with Deputy Owens' loved ones, both in and out of uniform. Words are worthless to express your sorrow, I hope that the love expressed by others to you will transcend them. I did not know either Deputy but once, when I was 17, Wake Co Deputies responded to my home when my sister was mauled by a pittbull. Based on the testimonials I've read, I'm certain Deputy Owens upheld the professionalism I saw then. We have to go out. . .we don't have to come back. Its not just a cute saying, it really is how it is. Deputy Owens knew this and still went out on patrol. . . and that, my friends, is the difference.

I never officially met you, but I remember seeing you around the courthouse. I attended your funeral, and was touched by the amount of pride everyone had in you. I was impressed by your fellow Deputies Robert Davis and Sharron Bass for having the fortitude to sing and preach in your honor. It was also obvious how much your family was mourning your passing. I only wish them comfort in the future in knowing you are in a better place. Thank You for looking down on us, and I feel comfort knowing we have another fine Law Enforcement Officer looking down on us from Heaven.

Philly Phil, Bro I can't believe you are not here in the physical. Phil I will always remember the day we were at St. Augustine's College in Goold Hall, and I was home sick. You were the only one in the dorm with a car. You were going to Crabtree Mall and you said Philly you want to ride, and I said yeah!! We cloned around at the mall and got something to eat. I bought that LLCoolJ tape and we bumped it all the way back to campus in that little silver Ford Festiva. I was so homesick and you talked me out of transfering back home. Brother I will never forget that. Then upon graduating we both became brothers of ALPHA PHI ALPHA FRATERNITY, INC. I lost track of you for a short while, and then we reunited when I got on with the Department. You were one of my FTO's. I will never forget the advise that you gave, and it still holds true to this day. I will take that with me forever. Philly Phil when I was not myself you always said the right thing and that would help me to regroup. Bro I dont know what happened in the early morning hours on 10/2/03. Today we had to say good-bye to another fine Deputy! Deputy Owen's paid the ultimate sacrifice patroling the street's to insure the safety of the citizen's in Wake County. Rest well brother for we will carry the load from here. Watch over us as we continue on. Thank-you for your hard work and dedication! 744 is 10-42!
