This year marks the 75th anniversary of former Chief Roland Payne's in-the-line-of duty death. Chief Payne like many Officers were only performing their duty when taken from us.

Your heroism and service is honored today, the 72nd anniversary of your death. Your memory lives and you continue to inspire. Thank you for your service. My cherished son Larry Lasater was a fellow police officer murdered in the line of duty on April 24, 2005 while serving as a Pittsburg, CA police officer.

Chief Payne was my grandfather's (Elmer Payne) uncle. I chose a law enforcement career not aware of this man's great contributions to Wisconsin's Law Enforcement history. I am proud to have continued a family tradition of service by retiring in April, 2010 as a Detective Sergeant with the Racine Police Department after 30 years of service. In the "great beyond" I hope have Grandpa Elmer introduce me to "Uncle Todd." I"m sure we will have some great "war stories."
