I unfortunately never got the chance to meet you in life, but attended your funeral. You are truly a hero and will never be forgotten. Two days ago, another senseless act of violence took yet another hero from BSO. Welcome him home and show him around the place.

Hello Philip, I unfortunately did not have to honor and pleasure of meeting you but I do have the chance to hear about you and the tragic and senseless way you were chosen to move to Heaven. I know your parents are honored at what a fine young man you were. I do have to tell you this....when I met my love, Ryan Seguin, he had your picture on his dresser and when we moved to Pembroke Pines he put your picture in a jewlrey box and when Ryan moved to Heaven in February and I had to move to a new place I found your picture and remembered your story. I thank you for watching over Ryan.........and now he is with you.
God Bless you both and your family and loved ones. I hope that we all get to see you both very soon but until then I continue to pray for your family and friends. Even though I did not get to meet you I am honored to have your picture sitting next to my Ryan's. You will NEVER be forgotten!

Hey Phil, I can't believe that it's been three years since we lost you. I know that you are in a much better place watching over all of us. I am up here in Virginia right now taking a training class for work and on April 6th, which is the anniversary of your death, I took a trip to the Police Officer's Memorial and etched your name off of the wall. It was such an emotional thing for me to be able to do on the anniversary of one day I will never forget. Well Phil, you are forever missed and will never be forgotten. I will continue to pray for your family in times like these.

To Deputy Sheriff Philip Guy Billlings and his loved ones:
On this the third anniversary of your tragic death, please know that your memory is honored and revered today.
My heart goes out to your family. You’re in our thoughts and our prayers.
Reading the loving reflections about your beloved Phil gives us some understanding of what a kind and honorable young man he was, and what he meant to his family and friends.
Phil, you rescued us, saved our possessions, our lives and our families. You are one of the rare heroes among us. You were always there for us in the most traumatic moments of our lives. No matter when we called, we just expected that you would come and do whatever it took to help us, and you always met our expectations. Your selflessness and dedication are awe-inspiring.
This world, this country, your community truly are better places because of you. To have lost you is a great tragedy, an irreplaceable, immeasurable loss for society. We are grateful for and to you, and honor you for all you did for us day in and day out whether you received a word of thanks or praise.
Rest in Peace, Deputy Billings. I am humbled by your valor, courage, and dedication. I am so sorry your life was taken from you at such a young age when you had a lifetime ahead of you. How your parents and loved ones must miss you.
This reflection is sent with the utmost respect for the distinquished service Phil gave to his community and the citizens of Florida, and for the supreme sacrifice he and his family made on April 6, 2003.

Hi Philip,
I remember sitting in class taking to you in the first few days of the academy finding out about each other and what goals we wanted to accomplish once we became police officers.
It's amazing how much more that I've learned about you since you've been gone. I would have certainly preferred to be talking to you today in person instead.
I only see a few academy mates now since everyone's schedules are changing and we're going into our different units but there isn't a time you aren't mentioned and thought of, no matter how much time has elapsed since you were taken from us.
Your parents, family and friends have suffered the most unimaginable loss, and while the calendar continues to move rather quickly, I want you to know that you will never be forgotten.
I always wear my vest because of you, and carry your picture in my class "A"s. I bet you never thought you would have as much impact on me as you have since you've been gone.
Thanks for keeping us safe.

Phil,
I started with my agency on March 23, 2003. I will never forget the look on the bravo shift Sgt's face when I walked in for roll call that morning only a couple weeks into my FTO. That was one of the worst and most vivid days that I can remember. I can still see all of your brothers on Federal Hwy. during that shift working the crime scene. Everytime we drove past Coral Cadillac, my stomach ached and I really just wanted to cry. There were so many emotions in the following weeks and I still think about you all the time and the sacrfice you made that night.
The cowards that confronted you that night are surely burning in the deepest layers of hell.
As you know, your district was disbanded and absorbed by 10 and 11. I never had the honor to meet you or back you up, but I have a lot of close friends from the old dist. 9 and they all miss you greatly. I know for sure that I'm not the only one who still gets chills when a deputy goes 10-8 at that detail.
I have your picture both in my uniform pocket and also on my dresser mirror. It reminds me every night to be extra careful and I know that you are still watching over us all, especially all of us on 8 alpha up and down federal hwy.
You are greatly missed Phil and I will never forget the ultimate sacrifice that you made. Rest in peace Phil.
Sincerely,
A brother in arms and God.

Phillip ~ I rode in honor and memory of you last year on the POLICE UNITY TOUR and had the honor of meeting your family. I still wear a braclet in memory of you and am riding again in the tour this year. Even though I have been assigned another officer I am still riding in honor and memory of you and the sacrifice you made.
This morning while I was a doing a training ride I wasn't sure if I could make it. I thought about you and the sacrifice you made and I made it the whole way and even rode a little further.
You will never be forgotten!!
Rest In Peace Phillip

In loving memory of Phillip Billings:
It is very heartwarming to read all these wonderful reflections about a
truly honorable gentleman. According to your closest associates, you are with Jesus Christ, our Lord and Savior. There is none greater than He. We don't get to Heaven based on what we do, but by His sacrifice on the cross for our sins. AMEN! And even Phillip, as wonderful as he is, is still a sinner in God's eyes in need of a Savior. Thank you, Phillip for your fine example to those that worked with you and knew you. There is now a huge void that cannot be filled, but as you are remembered, thoughts will turn to your exemplary life and we will be filled with pride, respect and
love for the man you became. You are a wonderful testimony to the Lord you serve. God be with all those who mourn and may His promises lift all those with heavy hearts for many years to come. I wish I could erase your pain, but Jesus has done that for Phillip. God bless his family, friends and co-workers who will miss him immensely, but as believers in Christ's shed blood on our behalf, they will see him again. I look forward to meeting him then!

Hey Philip,
Well, it's now two years since you were taken from us. It doesn't feel like it's been that long and I'm left wondering where the time has gone.
I keep thinking of what you'd be doing now if you were still here with us physically, what special unit you would have chosen, or where your life would have taken you.
I'm still angry that we weren't able to make those cowards pay for what they did to you, and for taking you from us. I guess that's a bitter pill I'm going to have to keep swallowing, but with your help I will learn to forgive them. One day, but not just yet.
I still get a little nervous going to details, but I'm trying to get over that. Some of the class have chosen a different career because it was too hard losing you. Others have moved away to different states to be with their families again because of you. So I was wondering if you could keep an eye out for us, even though you probably already are. I don't think I'd be able to handle it again if another one of us got hurt or killed this soon. Hopefully the remaining 40, wherever we are and whatever we're doing, will be able to retire together.
Anyway, just wanted to let you know that we still miss you, love you and think about you. You were our family and you touched some people more than you know. Our thoughts and prayers are with your family and friends every day, but especially on your anniversary.
RIP our friend, brother and guardian angel

PHIL, I WILL NEVER FORGET THAT TRAGIC NIGHT WHEN YOUR LIFE WAS SO NEEDLESSLY TAKEN FROM US. I WILL NEVER FORGET LEAVING THE MOVIE THEATRE WITH A GROUP OF FRIENDS THAT NIGHT AND RECEIVING A TEXT MESSAGE FROM ONE OF MY DISPATCHERS THAT A BSO DEPUTY WAS JUST SHOT DOWN IN POMPANO BEACH. I IMMEDIATELY CALLED ANOTHER FELLOW OFFICER FRIEND OF OURS WHO WAS WORKING THE ROAD THAT NIGHT AND WHEN HE TOLD ME THAT IT MIGHT HAVE BEEN YOU BUT IT WASN'T CONFIRMED YET, MY HEART STOPPED. I COULDN'T BELIEVE WHAT I WAS HEARING. SHORTLY THEREAFTER, I RECEIVED THE PHONE CALL CONFIRMING THAT IT WAS IN FACT YOU AND THAT YOU HAD JUST PASSED AWAY AT THE HOSPITAL. ALL I COULD DO WAS CRY AND CRY AND CRY. TEARS OF ANGER, TEARS OF SADNESS, TEARS OF DISBELIEF. I WILL NEVER FORGET THE IMPACT THAT YOU HAD ON MY LIFE. YOU WILL ALWAYS BE LOVED BY SO MANY PEOPLE, PHIL, AND YOU ARE MISSED SO DEARLY EVERYDAY. GOD BLESS YOU AND YOUR LOVED ONES.

I will never forget the phone calls I received that Sunday morning, telling me you were gone. They were the worst words anyone could hear. There are some people you meet in life that you know you will be frinds with forever, you were one of those people. I think about you everyday. You remind how fragile life is. I miss you friend. See you again one day.

We still miss you Phil. We lost another Deputy today and it just reminded me of how profound losing you still is. The district is getting ready to be disbanded but there are some of us who will never forget you and the good old days in D9 on charlie.

I didn't know you, Phil, but I used to hear you on our channel every night. I never knew how much of a strong Christian example you were until it was too late to seek fellowship with you. When people ask me if there are other believers in this job, I tell them "Sure, but the best one of all has already been called home." I weep not for you, as you're with Jesus up above. I weep for those that never got to know you...and for those that did. When I came to D9 to work your old beat, seeing your mailbox startled me and reminded me just how potent the loss...even after a year. When we close our doors for good, I will miss seeing your name near mine, but will seek you in other places, as God allows you to comfort from Heaven. Rest well, soldier of Christ, I can't wait to meet you some day.

Dear partner,
It has been over a year since that night the 33 call went over the radio. When I close my eyes it is still so clear. The shock was unbelievable when I heard it was you. That type of event was only something you heard about on TV or read in the paper or even spoke about in the academy. Last week I was present for your rememberance at the Capitol. I must say it was an honor to be with your parents and relatives during that stay. I thought the pain of that night had subsided but when your name was called it again felt like yesterday. Believe me when I say you are not forgotten and you never will be. D9 might have gotten a few new faces, a few new names and a new Deputy for 20 zone but I know in my heart that you are still here watching over us on our 10-50's and 13P's. No one can replace you Phil and no one ever will. God bless ya buddy.....oneday we will play again.
From your zone partner.......
