I met Dennis when he was assigned to assist me in the courtroom where I volunteer as a Judge Pro Tem. Dennis was always willing to do whatever was necessary to keep the parties and their families calm and the courtroom functioning. He had a good sense of humor and was a lot of fun to be around. He was so proud of his family and spoke often of his wife and children. He was looking forward to patrol duty and continuing to serve Fresno County. He is missed greatly.

As I sit here to write condolences to yet another law enforcement family, it brings back all the memories of Deputy Billy Walls (EOW 11-13-01) funeral, knowing all the pain for so many people who will not be able to understand why so many of our small family get taken away so cruelly and prematurely. God is our peace and comfort, knowing Deputy Phelps is on Heavenly Patrol now. May you find comfort in the many memories of times past. Thank you, Deputy Phelps for your commitment, and service, tell Billy hi for me.

Deputy Phelps,
I did not know you, but thank you for your sacrifice. I think about all who have had their life taken in the service of others, and I have a sense of deep respect and honor for you and others who have died for liberty, and a cause that they believed in. We owe you a debt that we can never repay you. God bless your Family and Department.

Any time a Law Enforcement Officer is killed, it touches our lives. When it is one of your own officers, it is even more difficult. Our department is being challenged by losing a second member of the family in less than one year. To Dennis and his family, my thoughts and prayers are with you. May God watch over you and give you strength through this tragic time. God bless you Dennis.

To the family of Dennis Phelps,
I am the daughter in law of a sheriff's lieutenant who was killed in the line of duty last July 26. I was so saddened to hear of the loss of your husband and father. I know there aren't any words to ease any of the pain you're feeling, but you are in the hearts and minds of many people.Having married into a law enforcement family, I slowly learned, and am now in total awe of the job these officers do every single day. Law officers are very special people. My family and I were returning home from Washington D.C. on May 19, having just participated in National Police Week. I can assure you that your officer will be remembered and honored for his supreme sacrifice forever. I hope that wonderful memories will eventually replace some of the pain you are feeling, and that you will be able to live lives filled with warm memories and bright futures, just as he would want you to.

Thank you Deputy Phelps for your sacrifice. May the Lord greatly reward you for your dedication and service here on earth. I will pray that your family and fellow deputies find comfort, and that the suspect is brought to justice. There is no greater respect other than the respect earned by a fallen officer.

Deputy Phelps,
Although you have only been a member of our law enforcement family a short time, we all have lost a brother. And the world has lost another true hero. It hurts so much to see another hero lost to such a senseless act by an individual who has no human values whatsover. Rest in peace hero, your watch is over. And watch over us as we continue our struggle to protect the citizens of our communities. God bless you. And to you family, remember in this most difficult of times, that you have your extended family there with you in thought and in prayer.
