On behalf of the acting U.S. Attorney, Assistant U.S. Attorneys, and support staff for the Eastern District of Wisconsin, we honor law enforcement officers who have paid the ultimate sacrifice. During National Police Week the focus is even greater that we never forget the officers and their families. Today, May 10th, 2021, we honor and remember you Sgt. Stamper. Rest in Peace.

It’s been so long now but my heart still weeps for you daddy! I miss you more than could ever be expressed and I wish my three children could know their grandpa like I did I know you are watching us and Candi has 4 beautiful girls and a son I am sure you have met! To most you are a passing thought but to me you are a permanent memory and a true hero! I wish I could just have one more moment with you to hug you and tell you how much I love you! You are not gone as you will always hold a place in my heart and you are never forgotten! Waiting patiently for the day I see you again!

Your name came up in coversation just the other day - many in the group weeping as if it was yesterday - and it was 12 years ago. You are remembered as a hero and will never be forgotten by the little town of Crandon.

I still remember standing by the window all day, waiting for you to pull up. But you never did, and we were never the same. We will never forget your sacrifice, and I can't wait until I can give you hug, and tell you just how much I've missed you... I love you, Uncle Todd.

11yrs ago today, the Thin Blue Line became a little thinner. A man paid the ultimate price protecting his community. Gone, but always in our hearts....Fallen, but never forgotten. We love you Uncle Todd.

Your heroism and service is honored today, the tenth anniversary of your death. Your memory lives and you continue to inspire. Thank you for your service. My cherished son Larry Lasater was a fellow police officer who was murdered in the line of duty on April 24, 2005 while serving as a Pittsburg, CA police officer.
Time never diminishes respect. Your memory will always be honored and revered. I pray for the solace of all those who love and miss you for I know both the pain and pride are forever.
Rest In Peace.

10 years ago today our lives changed forever. In a second you were taken from us so unfairly. You are and will always be the greatest man I have ever known. You were a wonderful father, husband, police officer and now you will forever be my hero. God decided that you were done with your duty on earth and that he needed you to walk the streets of heaven. I know you are with me each and every step I take on this earth, watching over me and walking by my side. I know this cause if you weren't I would have never gotten through these last 10 years without you. Thank you for being you and everything you are and have taught me. I know you will be standing at the gates of heaven when I arrive and I can't wait for the day that I feel your loving arms around me again.
I love and miss you so much each and everyday.
Love Always,
Amy

Many years have passed but your memory continues...
You touched so many lives, including mine. As my D.A.R.E teacher, you influenced my life in such a positive way and had the utmost respect for you. You truly were a special person and you will continue to be missed every day. May God continue to bless and watch over your family.

"The Badge"
He starts his shift each day
To respond to calls unknown.
He drives a marked patrol car.
A police officer he is known.
He's paid by the citizens' taxes
To make it safe on the streets.
But he usually has a second job
'Cause a waitress has his salary beat.
Now he doesn't know a holiday
'Cause he works all year round.
And when Thanksgiving and Christmas finally arrive
At his home he cannot be found.
He's cursed and assaulted often,
The one whos blood runs blue.
He seldom ever gets a thanks,
To some he's just a fool.
His friends are always other cops
'Cause people just don't understand
That underneath his badge and gun,
He's just another man.
He knows there might not be a tomorrow
In this world of drugs and crime.
And he gets so mad at the court system
'Cause the crooks don't get any time.
And each day when he leaves for work,
He prays to God above.
Please bring me home after my shift
So I can see the ones I love.
But tonight he stops a speeding car,
He's alone down this ole' highway.
It's just a little traffic infraction.
He does it everyday.
Well, he walks up to the driver's window,
And his badge is shining bright.
He asked the guy for a driver's license,
When a shot rang through the night.
Yes, the bullet hit its mark,
Striking the officer in the chest.
But the Department's budget didn't buy
Each officer a bullet-proof vest.
So he lay on the ground bleeding.
His blood wasn't blue - His blood was red.
And briefly he thought of his loved ones
'Cause in a moment the officer was dead.
In the news they told the story
Of how this officer had died.
And some who listened cared less,
But those who loved him cried.
Well, they buried him in uniform
With his badge pinned on his chest.
He even had his revolver,
He died doing his best.

I still remember the day we came to your funeral. I can still see your daughter standing by the exit from the cemetary waving as we left. It is strange that I can forget the names of people I met yesterday but even 6 years after hearing your name for a day...I can't get it out of my head. I realize that you are in a place where you don't need to hear that you are remembered, but you are.

Todd was not only a hero that day of July 2002, but a hero in my eyes forever. A brother who loved unconditionally, and without measure. You are missed so, as you very well know.
I feel your presence around me often, I look forward to the day we can fish together again in Heaven, save me a good spot on the shore!!

In Memory of Our Father
Dad I know your there I know you can see
You could never leave Shyan and Me.
Mom always said I was the one like you
All who know us will know that's true
We were two of a kind you and I...
the roar of a lion a temper quick to flame
With a heart as big as a house just the same
Shyan was your baby and forever will be
nothing can tarnish that memory
Rest in peace, like thase before you
A host of angels dressed in blue.
Gone but not forgotten, passed on to glory
A nation grieves as they hear your story.
Dad, your love will see us through
the end of watch for 652.

With officers from the department I serve as chaplain, I attended Sgt.
Stamper's memorial service. I saw hundreds of officers from all over the
state gather in tiny Crandon to pay their respects to one of their own and to renew their faith in each other and in life. As squads began to leave the cemetery, an eagle dipped from the sky to glide silently over the assembly. It was a gift of grace--a fitting tribute to a gallant officer and a moment of blessing for all the law enforcement family. You fought a good fight, Todd, now rest in peace. Your faithful life will never be forgotten.
