Reflections for Inspector Joyce Anne Carnegie
Dear Joyce,
We will forever love you and you will never be forgotten. While you were here on this earth you have touched a lot of hearts and had an affect on a lot of lives, We are thankful that God had placed you here for that short time, now that your job is done and God has taken you back I guess we will have to wait to see you again in the next life maybe by then Tracey and myself will have husbands, who knows.
Before I go I just want to thank you for being there for my sis, she misses you deeply along with the rest of the crew and I know they will eventually find comfort in knowing that you will always be in their memories and hearts. they will remember you as the Beautiful Nubian Princess with a kind and gentle heart who was the most professional fair-minded police officer the department has ever known.

Though I did not know Joyce personally, I know why she wore the uniform. We, at the International Association of Women Police, salute Officer Carnegie for her heroism and bravery in the face of danger and death. Our thoughts and prayers are with you, your loved ones and your coworkers.

As I do each day, I prayed for the safety of police officers worldwide on the day you were killed. I know that my prayers are never unanswered, so God must have big plans for you. To the officers who read this I say the following:
You must put on the full armor of God so that you can take your stand against the devil's schemes. For our struggle is not against flesh and blood, but against the rulers, against the authorities, against the powers of this dark world and against the spiritual forces of evil in the heavenly realms. Therefore put on the full armor of God, so that when the day of evil comes, you may be able to stand your ground, and after you have done everything, to stand. Stand firm then, with the belt of truth buckled around your waist, with the breastplate of righteousness in place, and with your feet fitted with the readiness that comes from the gospel of peace. In addition to all this, take up the shield of faith, with which you can extinguish all the flaming arrows of the evil one. Take the helmet of salvation and the sword of the Spirit, which is the word of God.

Hey Joyce,
Got home today from Washington and the Memorial. Stood there on Tuesday night and thought about you while surrounded by that Wall and those 16000+ names. I consider myself lucky to have known you for those 14 years and pray you rest peacefully in the company of all our brother and sister heroes who's names and memories we honor all year long in or memories.

At the beginning of every shift I supervise, myself and the other officers on shift dedicate the day to the memory of a fallen officer. Tonight, April 8, 2003 we dedicated the shift to the memory of P.O. Joyce Carnegie who died on this date 4 years ago.
When one law enforcement officer falls, we all stumble for a while, but we will carry on.
Officer Carnegie's sacrifice will never be forgotten.
