Cousin Frankie you where my hero. I always have had so much respect for you. I remembered a couple of weeks before your death. You where standing by my mom and pops fire place having a long talk with them and me telling my mom and dad that when i grow up and get older i want to be like my cousin Frankie Lee. You was humbled, God fearing, cool and so much more. When that man took your life. He didnt realize what a great MAN. He took away from his family, friends and co-workers etc..... You will always be remembered and i will try my best to treat everyone with respect and love as you did. May you Rest In Peace and keep being and Angel to watch over our FAMILY. ...Love you....

I was only out of the academy about a month when this cold night came. I had just gone 10-42 at my house when my housemate, Trooper J. D. Haynes (Rest in Peace brother Rock) called the house and told me this happened. I'll never forget this night as long as I live. 1stSgt Lingard made this former Marine feel at home with the way he carried himself and his professionalism every day. He reminded me of a Marine Corps Staff NCO and I looked up to him though I only served with him as my supervisor for a month as a brand new Trooper. Sadly Trooper J. D. Haynes, my high school buddy, SCHP Academy roommate, housemate in O'burg, and best friend in the world passed away on duty in '05. I know 1stSgt Lingard and him are patrolling Heaven together. Rest in Peace 1stSgt Lingard, you're thought of more than you know.

I remember it like yesterday...you were my favorite cuzzin and I always remember you coming to my grandma house your aunt Jessie just to sit and chat.You were one of the best and I will never forget you....my brother your Gordon was just talking abt you 3 weeks ago he said he saw you an hour before you died because you were on the highway by his house......Tears love you cuzzin. I remember the night you where killed I was home sitting on the couch when my mom got the call I remember hearing her burst out crying and my uncle saying somebody killed Frankie Lee! My heart hurt so badly. I started crying and I knew I had to get to my Grandmother. You taught me so much. You always told me there were two things that you expected from me and they were to always stay in the church and get my education. I have been doing both. I thought you were hard on me but you only wanted the best for me and I see that now. Just wanted you to know that I m doing well. You have always and will always be my hero

Your heroism and service is honored today, the 12th anniversary of your death. Your memory lives and you continue to inspire. Thank you for your service. My cherished son Larry Lasater was a fellow police officer murdered in the line of duty on April 24, 2005 while serving as a Pittsburg, CA police officer.

I pray for the solace of all those who love and miss you for I know both the pain and pride are forever.

First Sgt. Lingard served proudly and was deeply loved and respected by those who knew him. It is a tragedy to lose him. We never know when our lives on this earth will end, but we can make a reservation in Heaven now and assure us a place when God calls us to Himself. Jesus is the Way, the Truth and the Life (John 14:6) and He PAID the price for our sins on the Cross so we don't have to pay the penalty for our sins. Yipee! If we accept His payment by faith we can have salvation and spend eternity with Him in Heaven. It is not something we must earn, it is a gift. The most precious one we can ever receive. "For it is by grace you have been saved, through faith_and this not from yourselves, it is the GIFT of God_not by good deeds, so that no one can boast." Ephesians 2: 8,9. For without faith, it is impossible to please God. And our faith must be in God's only Son, Jesus Christ.
You were a credit to the uniform, First Sgt. Lingard. My heart goes out to your loved ones left behind and may the Lord comfort them as only He can.

Frankie, I remember the first time we met.A group of guy's I was with were fighting and had stopped when they spotted your patrol car coming from down the street.You drove past the crowd and out of sight,but being the gifted officer you were you knew something was wrong.After you were out of sight two of the guy's started bamming again and as I'm breaking up the fight again out of nowhere you popped up.After questioning the two fighters you put them and me in your patrol car and then to the Barnwell County Detention Center.After talking to us you took us all home,me last, and you had along talk with my mother and told her someone wth my last name can't be getting into no trouble.Right after that you met mom at the lake and you told her you found out that you and I were indeed cousin's and that's when we became close.Even though I didn't get to see you much when we did see each other we always,s had a good,sometimes,short conversation.For you to be gunned down like you were is senseless and at least one of the accused got what he deserved.I miss you a great deal you were more than a cousin you were a friend,and when all this is said and done I hope to see you again.

Frankie was a mentor and role model. I meet him through the US Army Reserves after I left active duty. When I walked in the unit area, Frankie was the first person I met. He greeted me as if he had known me all his life and we were friends ever since. After getting no know Frankie, he encouraged me to apply for the SC Highway Patrol, which I did and was accepted in the July 1997 Patrol Class. I was working the night the broadcast went over our Mobile Data Terminal announcing that Frankie had been killed in the adjoining county of Orangeburg. My heart screamed out in horror. I could not believe what I had just heard. I attended all services for Frankie to honor him and while there, I just imagined him look on just smiling saying, “It’s all good”. To this day, miss my friend and honor him still. Rest on my brother!

Why Gloryvee Blackwell and Bayan Aleksey found it necessary to kill one of South Carolina's Finest, is still beyond my comprehension. Worse-to commit such an act as her children looked on, I can only hope that the children somehow manage to become productive adults.

Frankie,

The saddest moment of my live was when Trooper Patterson called and gave me the news of your senseless death. Not a day has passed that I have not thought of you. Every stop my make I think of you and feel your presence, I know you have my back. Your story is repeated to everyone that will listen, it important to me that others know the loss we sustain by your passing. You taught me so much, gave me a sense of purpose, and were a great friend.

Frankie, I miss you!!!

"The Badge"
He starts his shift each day
To respond to calls unknown.
He drives a marked patrol car.
A police officer he is known.
He's paid by the citizens' taxes
To make it safe on the streets.
But he usually has a second job
'Cause a waitress has his salary beat.
Now he doesn't know a holiday
'Cause he works all year round.
And when Thanksgiving and Christmas finally arrive
At his home he cannot be found.
He's cursed and assaulted often,
The one whos blood runs blue.
He seldom ever gets a thanks,
To some he's just a fool.
His friends are always other cops
'Cause people just don't understand
That underneath his badge and gun,
He's just another man.
He knows there might not be a tomorrow
In this world of drugs and crime.
And he gets so mad at the court system
'Cause the crooks don't get any time.
And each day when he leaves for work,
He prays to God above.
Please bring me home after my shift
So I can see the ones I love.
But tonight he stops a speeding car,
He's alone down this ole' highway.
It's just a little traffic infraction.
He does it everyday.
Well, he walks up to the driver's window,
And his badge is shining bright.
He asked the guy for a driver's license,
When a shot rang through the night.
Yes, the bullet hit its mark,
Striking the officer in the chest.
But the Department's budget didn't buy
Each officer a bullet-proof vest.
So he lay on the ground bleeding.
His blood wasn't blue - His blood was red.
And briefly he thought of his loved ones
'Cause in a moment the officer was dead.
In the news they told the story
Of how this officer had died.
And some who listened cared less,
But those who loved him cried.
Well, they buried him in uniform
With his badge pinned on his chest.
He even had his revolver,
He died doing his best.

Frankie,
Your family is always in my prayers. I'll never forget when I got into my accident on November 17th 1997, you were one of the first to call me and see how I was doing. That was Frankie, always thinking of others. I'll never forget when First Sergeant Priester called me that night after the incident and the loss I felt. I know through our talks that you are with God and I know one day we will be able to sit down and drink some coffee together again. It is men like yourself that makes the South Carolina Highway Patrol one of the greatest agency's in the United States..Thanks Brother and I'll see you again one day..Your memory lives on...
