I met Frankie Lee when I was 17 and became his neighbor. I became friends with him and his son Chris over the summer. I asked if I could borrow his mower to cut my grass. I think it impressed him that I cut his, then mine and also planted the flowers that were wilting in some trays placed in position in his yard. I believe they were his fiance's he was supposed to plant. Being the busy 4th of July week of madness he was working, he was very grateful. From that point forward, we had a lot of conversation s. Mainly about life and the choices we make. Although I didn't quite realize it at the time, this was a wise man trying to guide a troubled youth back to the right direction. He made me realize that everyone makes mistakes, but it's how you deal with them that will set you apart from others. It was not only myself and his son he had these talks. We often sat in my backyard and he answered questions and asked questions to many of my close friends. He often asked us questions that he didn't want an answer to, he wanted us to think about those questions and answer them to ourselves. He wore so many hats that took me years to realize some of them he wore. He was a mentor, father, brother, cousin, son, advisor, spiritual leader, counselor, protector, wise man, but above all, he was a friend. I didn't know Frankie Lee for a long time, but I knew him for a quality time. I still make mistakes, but know I have to deal with them a certain way so they don't lead to other mistakes. And there are some mistakes I will never make again, and some I just will never make. Thank you Frankie Lee for touching not just my life, but my heart and soul as well. I still remember those talks, the advice, and try to pass some of that wisdom in while still using it myself. When I heard what happened, it seems the world lost a little color, the birds didn't chirp as happily, and the air seemed a little cooler. The world lost a great man that tragic morning. Love ya Frankie, until we meet again.

As I travel the highways and by ways I always look up and research our hero’s who have paid the ultimate sacrifice. I passed First / Sgt Frankie Lingard’s Highway Memorial Marker. Wish I could have known him and worked with him as I learned so much by that posted by those who had the honor. Thanks for holding the line and being such a true inspiration to others. We are in desperate need of your talents, disposition and leadership!

I was just reflecting on this night with my wife. I was just leaving the Jacksonville area headed back to Orangeburg/Bowman area for duty. My birthday was on the next day and I wanted to get back. I was unusually dressed in uniform with sidearm figuring that I would not make it back in time. Little did i know that as I arrived, I would hear that call go out over the radio. I was just below Santee in my POV driving as fast as I could to get within distance. But my efforts were useless as you were already gone. Man it hurt so bad. You were always a guy who brought light to the room. Always there to help on traffic stops. I had only been out of the academy a year at that point and you always lent a hand. I would tease you about not wearing a vest often and you always said that God would take you when He was ready...vest or no vest. Rest on my brother and we will meet again in the by and by!!!

Your memory lives on in the Troopers that worked with you. You always took time to come down to Holly Hill and work with us. Learned alot from you my friend! I remember that fateful day well, but I will not let it cloud the memories I have from the few years we worked together in Troop 7. God bless you and your family brother!

SFC. Lingard, I can remember the day you went to heaven. I was on duty here in Florida chilling. I was hurt to hear that someone took your life. Only if they know that you were a real God fearing man they would have thought twice about taking your life. But you know God needed you in heaven brother. I miss you brother. Until we meet I'll keep up the good fight. Your friend SFC. Russell.
