I didn't know you, but knew of your heroism that ended your watch on my birthday in 1990.
The details of that incident and your courageous response to that call for help left an indelible mark on my life, and is the reason I became a police dispatcher. Today, As I tell my adult daughter of the officers that gave their all to protect others while they responded to this call on my birthday in 1990, I looked your memorial up and saw your name on the ODMP and was able once again to put your name to the story . Thank you, sir, for your service and your sacrifice.

I went to high school in Anadarko with Warren Tooman. He was a great guy in high school. I remember when he was taken and still think of him often. I remember the day of his service. I stood on my front porch with my toddler and cried as I watched the procession go by my home on Central Boulevard in Anadarko. The police cars just came and came. He was clearly well liked and respected among his peers. Warren was taken from us much to early. See you in heaven!

Hey man I finally found you. This is Sgt Gary Smith formally from the Anadarko Police Department. I think of you all the time,especially the times you rode with me as an auxiliary police officer in Anadarko Oklahoma. I still remember the day you told me you finally got a job as a police officer in OKC!!! I was happy but sad, because I was going to loose a very good friend. I am medically retired know do to three collision, I retired as a motor officer from the Waycross Police Department Georgia with 30 years . I wished we could talk about our life but yours was cut short. I will see you when the LORD returns to bring his children home!!

Delmar, I was the silly waitress at Dennys that served you that final glass of tea. I remember as if it were yesterday. Large glass, no ice. you put a bunch of sugar in until it was just right. I was standing next to your table when you guys got that fateful call. Later that evening, before my shift ended, my friend Jack came in with Gary and said you had passed. To say I was devastated would be an understatment. You couldn't possibly have left us....I had saved your tea for you.
I think of you often.....I miss you.

To fully appreciate the heroes of the present, we must recognize our heroes of the past. Your heroism and service is honored today, the 23rd anniversary year of your death.

Your memory lives and you continue to inspire. Thank you for your service. My cherished son Larry Lasater was a fellow police officer who was murdered in the line of duty on April 24, 2005 while serving as a Pittsburg, CA police officer.

Time never diminishes respect. Your memory will always be honored and revered.

Patrolman Tooman,

20 years ago this evening you were murdered. I drive by that place many times a night while on patrol and think of you often. I know I was not an officer when you died, but I still hear people speak of you. Rest in peace brother and keep an eye out on the rest of us still on patol!

I was working in Perryton, TX at the time of Delmar's death. I had been in OKC just a few weeks before at a Police Chaplain's Conference and rode out with Patrolman Tooman. I found in him a dedicated individual and a very spiritual man. I rode with him for several hours that night. I remember hearing about his death on the radio while I was working night patrol. I felt like I had been kicked in the stomach. God bless his memory!

Tooman, I remember your smile and grace. I will never forget seeing you that night in the resteraunt. It broke my heart to see what happened to you, and felt so helpless knowing I could not do more. I remember sitting with you at Denny's you always called me and my partner to the table because you felt brothers should eat together. I have never forgotten you and never will!

"The Badge"

He starts his shift each day
To respond to calls unknown.
He drives a marked patrol car.
A police officer he is known.

He's paid by the citizens' taxes
To make it safe on the streets.
But he usually has a second job
'Cause a waitress has his salary beat.

Now he doesn't know a holiday
'Cause he works all year round.
And when Thanksgiving and Christmas finally arrive
At his home he cannot be found.

He's cursed and assaulted often,
The one whos blood runs blue.
He seldom ever gets a thanks,
To some he's just a fool.

His friends are always other cops
'Cause people just don't understand
That underneath his badge and gun,
He's just another man.

He knows there might not be a tomorrow
In this world of drugs and crime.
And he gets so mad at the court system
'Cause the crooks don't get any time.

And each day when he leaves for work,
He prays to God above.
Please bring me home after my shift
So I can see the ones I love.

But tonight he stops a speeding car,
He's alone down this ole' highway.
It's just a little traffic infraction.
He does it everyday.

Well, he walks up to the driver's window,
And his badge is shining bright.
He asked the guy for a driver's license,
When a shot rang through the night.

Yes, the bullet hit its mark,
Striking the officer in the chest.
But the Department's budget didn't buy
Each officer a bullet-proof vest.

So he lay on the ground bleeding.
His blood wasn't blue - His blood was red.
And briefly he thought of his loved ones
'Cause in a moment the officer was dead.

In the news they told the story
Of how this officer had died.
And some who listened cared less,
But those who loved him cried.

Well, they buried him in uniform
With his badge pinned on his chest.
He even had his revolver,
He died doing his best.

I have a great admiration for police officers and our men and women who serve our country at war time. It takes special people with a lot of bravery and skill. My name is Thomas Riggs. Even though we never met, I was in OKC the night that your life was taken. I was working close with some of your fellow officers during that time at the state fair. They all told me just how much of a good guy you were and how godly you were. I want you to know that because of your dedication and sacrifice I am a better officer. I carry you with me every day at the begining of each shift. You are an inspiration to me.

Delmar it is hard to believe that it has been over 10 years since you were taken. I miss you and think about that night frequently. My vest saved me in 1987, I just wish you had been as lucky.
