First, Officer Small what an honor to be the first black officer on the Newport News Department and to set what was surely a great legacy for the many minority officers to grace the department in the years to follow. Second, thank you for your service, military and police, and always know that your sacrifice is one that will never be forgotten. Rest in peace always.

To fully appreciate the heroes of the present, we must recognize our heroes of the past. Your heroism and service is honored today, the 51rst anniversary year of your death. Your memory lives and you continue to inspire. Thank you for your service. My cherished son Larry Lasater was a fellow police officer who was murdered in the line of duty on April 24, 2005 while serving as a Pittsburg, CA police officer.

Time never diminishes respect. Your memory will always be honored and revered. Rest In Peace

I went on the streets of N.N. as a ptl. the day officers Cook and Small were killed. I remained with the dept. until 1968. I have been a Baptist Pastor and still am at the same ch. for 26 years. I wore a black shield in memory of these two fine officers. I have often thought of them and would like to revisit N.N. and see the many changes that must have taken place.
