I did not know Stephen, but I met his wife Carol when he was killed as I am Officer Emilio Miyares, Hileah Police Dept. who was killed a few months before Stephen. Carol is a beautiful person and just by knowing her I think we can all imagine the type of person her husband was.
We all love you and all the other officers killed in line of duty.

My thoughts and prayers go to the family and friends of Trooper Rouse. Though it has been over ten years since his death I hope they know his dream of making the world alittle safer is still alive and well in the hearts of his brothers and sisters in blue.

Stephen left us much too soon, but the imprint that he left on our lives and hearts will forever remain. He is missed very much.

I had the pleasure of meeting Stephen when he backed me up on a traffic stop, while I was working as a Police Officer for the Coral Springs Police Department, in Broward County, Ironically he was returning from a Police funeral when we met.
We made plans to get together with our wife's, and go to dinner, unfortunatly those plans were not to be. Stephen was very passionate about job as a State Trooper. Although I only knew Stephen a short time, he had a great impact on me and my family.
Rest in peace my friend, you truly made a difference, I think of you often.
