Officer Phipps,
On today, the 60th anniversary of your death I would just like to say thank you for your service and sacrifice-not just for your Community but for our Country as well when you served with the U.S. Navy during World War II. And to your Family and loved ones, I wish to extend my deepest sympathy.

He was my Grandfather, my Mom’s father whom I never had the chance to meet as he was taken at the age of 37. I have heard many wonderful memories from my Grandmother, Mom, Dad, Aunt and others who knew him. I am truly grateful for the officers who have honored my Grandfather by way of memorials including a highway sign located on the 710 freeway. I am proud to be his Granddaughter.

He always waved to me when I saw him on his Harley 3 wheeler patrolling downtown Compton. I remember when my dad came in my bedroom that morning and told me Dess had been killed. Tragic loss.

On the 47th anniversary of Officer Phipps' death, we honored his service in our patrol briefing by reading his entry from ODMP. Each day, we honor one fallen officer on the anniversary of their death so as to keep them in our thoughts, and also to remind us of the dangers inherent in our job. Officer Phipps is not forgotten.
