Detective Perkins was killed in an automobile crash on U.S. Route 522 north of Gainesboro in Frederick County, Virginia, while traveling to McKeesport, Pennsylvania, to pickup a prisoner wanted for desertion.

He failed to negotiate a sharp curve in the roadway and his vehicle overturned several times. He suffered fatal injuries as a result.

Detective Perkins had served with the Norfolk Police Department for 10 years. He was survived by his wife, daughter, son, parents, and seven siblings. His wife served a policewoman for Norfolk at the time.
