To whom it may concern,

I respectfully ask that you DENY PAROLE to Billy Wayne Alexander, Jr., inmate #02786672/#00315957. This inmate brutally murdered Trooper Jerry Don Davis of the Texas Department of Public Safety - Texas Highway Patrol on Sunday, October 5, 1980.

Trooper Davis Davis pulled over inmate #02786672 for speeding, unaware that inmate #02786672 was driving a stolen vehicle. After Trooper Davis called in the license plate number, dispatchers were unable to regain contact with him. Trooper Davis was found slumped in his patrol car, shot. His service revolver was still in his holster with the strap secured.

Trooper Davis knew inmate #02786672; they had attended the same high school. He placed inmate #02786672 in his patrol car and then returned to inmate #02786672's car and retrieved a gun case from under the front seat. Trooper Davis returned to his car with the gun case and then went to inmate #02786672's car to obtain the vehicle identification number. Trooper Davis returned to his patrol car for the third time. In Trooper Davis' absence, inmate #02786672 had obtained the gun and loaded it. Trooper Davis was shot in the face at close range with a .357 magnum revolver. Inmate #02786672 fled Texas and was not apprehended until two days later in Kansas.

Trooper Jerry Don Davis was a dedicated officer who served with the Texas Department of Public Safety - Texas Highway Patrol for over two years. He had always wanted to serve Texas in law enforcement since he was a child, and he was fulfilling his dream. Trooper Jerry Don Davis was a devoted son and cousin. Because he was murdered when he was 25 years old, he never experienced fatherhood. His parents lost their only son on that fateful night.

Inmate #02786672 had a criminal record when he was arrested. While he was awaiting trial, his girlfriend smuggled in a gun for him to use to escape. He poses a clear and present danger to society and must remain locked up for his entire life sentence.

Parole is a privilege, and the severity of this crime demands that he spend every remaining day of his life in prison. As a concerned citizen and in the interest of public safety, I again respectfully ask that you, DENY PAROLE to inmate #02786672.
