I respectfully ask that you DENY PAROLE to Francisco Rogriguez, inmate #89A1671. This inmate is responsible for the murder of Police Officer Robert Venable of the NYC Transit Police Department on September 22, 1987.

Police Officer Robert Venable was shot and killed as he and five other officers attempted to arrest two heavily armed men at an abandoned building. Officer Venable and two other officers were transporting several prisoners to central booking in Brooklyn when they were alerted of a call involving several men with guns. As they approached the scene, Officer Venable was shot in the head; he succumbed to his injuries three hours later.

Police Officer Robert Venable was a dedicated officer who served with the NYC Transit Police Department for three years. He was a highly regarded and beloved member of the community, having worked with the Head Start program and as a teacher’s aide at a Day Care Center before joining the police department. While serving with the department, Officer Venable was active as a counselor in a drug prevention program. As an avid fisherman, he arranged fishing trips for teenagers. He also organized teenagers to help clean and maintain a park, which was later named the Robert E. Venable Park. Most importantly, Robert Venable was a devoted and caring son, brother, and father to a young daughter who grew up without her father.

Inmate #89A1671 had been out of prison and on parole for only 42 days. His history of criminal behavior extended six years prior to murdering Officer Venable, where he had been in and out of jail at least once a year. His violent murder of Officer Venable should preclude any consideration of parole.

Parole is a privilege and not a right. As a concerned citizen and in the interest of public safety, I again respectfully ask that you, DENY PAROLE to inmate #89A1671. Justice demands that he be made to spend every remaining day of his FULL SENTENCE in prison.
