Dear Parole Board Members,

I respectfully ask that you DENY PAROLE to Lee Walker, inmate #85A4869. This inmate's murder of Police Officer Juan Andino on June 15, 1984, should preclude any consideration for parole.

Police Officer Andino was questioning inmate #85A4869, who was suspected of stealing sunglasses and destroying display cases from a nearby store. While talking,  inmate # attacked Officer Andino, and during the struggle, he stripped the gun away from Officer Andino’s holster. Inmate #85A4869 then fired three rounds, two of which struck Officer Andino in the head.

Police Officer Juan Andino was just 39 years old at the time of his murder. He was a dedicated officer who served the NYPD for 11 years. Officer Andino was an invaluable mentor to rookie officers at the 40th Precinct and had turned down a promotion to keep working with the 40th Precinct community. The business and residential community in 1984 referred to him as a super cop and a man who cared about them. They valued and respected how Officer Andino controlled crime through discussions and not arrests. Most importantly, Juan Andino was a devoted son and loving father to a young daughter who grew up without her father.

Inmate #A4869 had a criminal record and brutally murdered an officer over a pair of sunglasses. Parole is a privilege and not a right. As a concerned citizen and in the interest of public safety, I again respectfully ask that you DENY PAROLE to inmate #85A4869. Justice demands that he be made to spend every remaining day of his life in prison.
