First Sgt. Lingard served proudly and was deeply loved and respected by those who knew him. It is a tragedy to lose him. We never know when our lives on this earth will end, but we can make a reservation in Heaven now and assure us a place when God calls us to Himself. Jesus is the Way, the Truth and the Life (John 14:6) and He PAID the price for our sins on the Cross so we don't have to pay the penalty for our sins. Yipee! If we accept His payment by faith we can have salvation and spend eternity with Him in Heaven. It is not something we must earn, it is a gift. The most precious one we can ever receive. "For it is by grace you have been saved, through faith_and this not from yourselves, it is the GIFT of God_not by good deeds, so that no one can boast." Ephesians 2: 8,9. For without faith, it is impossible to please God. And our faith must be in God's only Son, Jesus Christ.
You were a credit to the uniform, First Sgt. Lingard. My heart goes out to your loved ones left behind and may the Lord comfort them as only He can.

Frankie, I remember the first time we met.A group of guy's I was with were fighting and had stopped when they spotted your patrol car coming from down the street.You drove past the crowd and out of sight,but being the gifted officer you were you knew something was wrong.After you were out of sight two of the guy's started bamming again and as I'm breaking up the fight again out of nowhere you popped up.After questioning the two fighters you put them and me in your patrol car and then to the Barnwell County Detention Center.After talking to us you took us all home,me last, and you had along talk with my mother and told her someone wth my last name can't be getting into no trouble.Right after that you met mom at the lake and you told her you found out that you and I were indeed cousin's and that's when we became close.Even though I didn't get to see you much when we did see each other we always,s had a good,sometimes,short conversation.For you to be gunned down like you were is senseless and at least one of the accused got what he deserved.I miss you a great deal you were more than a cousin you were a friend,and when all this is said and done I hope to see you again.

Frankie was a mentor and role model. I meet him through the US Army Reserves after I left active duty. When I walked in the unit area, Frankie was the first person I met. He greeted me as if he had known me all his life and we were friends ever since. After getting no know Frankie, he encouraged me to apply for the SC Highway Patrol, which I did and was accepted in the July 1997 Patrol Class. I was working the night the broadcast went over our Mobile Data Terminal announcing that Frankie had been killed in the adjoining county of Orangeburg. My heart screamed out in horror. I could not believe what I had just heard. I attended all services for Frankie to honor him and while there, I just imagined him look on just smiling saying, “It’s all good”. To this day, miss my friend and honor him still. Rest on my brother!

SCHP-my first childhood dreams of becoming a cop(God give me the strength to temper my words!).

Why Gloryvee Blackwell and Bayan Aleksey found it necessary to kill one of South Carolina's Finest, is still beyond my comprehension. Worse-to commit such an act as her children looked on, I can only hope that the children somehow manage to become productive adults.

Frankie,

The saddest moment of my live was when Trooper Patterson called and gave me the news of your senseless death. Not a day has passed that I have not thought of you. Every stop my make I think of you and feel your presence, I know you have my back. Your story is repeated to everyone that will listen, it important to me that others know the loss we sustain by your passing. You taught me so much, gave me a sense of purpose, and were a great friend.

Frankie, I miss you!!!

"The Badge"
He starts his shift each day
To respond to calls unknown.
He drives a marked patrol car.
A police officer he is known.
He's paid by the citizens' taxes
To make it safe on the streets.
But he usually has a second job
'Cause a waitress has his salary beat.
Now he doesn't know a holiday
'Cause he works all year round.
And when Thanksgiving and Christmas finally arrive
At his home he cannot be found.
He's cursed and assaulted often,
The one whos blood runs blue.
He seldom ever gets a thanks,
To some he's just a fool.
His friends are always other cops
'Cause people just don't understand
That underneath his badge and gun,
He's just another man.
He knows there might not be a tomorrow
In this world of drugs and crime.
And he gets so mad at the court system
'Cause the crooks don't get any time.
And each day when he leaves for work,
He prays to God above.
Please bring me home after my shift
So I can see the ones I love.
But tonight he stops a speeding car,
He's alone down this ole' highway.
It's just a little traffic infraction.
He does it everyday.
Well, he walks up to the driver's window,
And his badge is shining bright.
He asked the guy for a driver's license,
When a shot rang through the night.
Yes, the bullet hit its mark,
Striking the officer in the chest.
But the Department's budget didn't buy
Each officer a bullet-proof vest.
So he lay on the ground bleeding.
His blood wasn't blue - His blood was red.
And briefly he thought of his loved ones
'Cause in a moment the officer was dead.
In the news they told the story
Of how this officer had died.
And some who listened cared less,
But those who loved him cried.
Well, they buried him in uniform
With his badge pinned on his chest.
He even had his revolver,
He died doing his best.

Your family is always in my prayers. I'll never forget when I got into my accident on November 17th 1997, you were one of the first to call me and see how I was doing. That was Frankie, always thinking of others. I'll never forget when First Sergeant Priester called me that night after the incident and the loss I felt. I know through our talks that you are with God and I know one day we will be able to sit down and drink some coffee together again. It is men like yourself that makes the South Carolina Highway Patrol one of the greatest agency's in the United States..Thanks Brother and I'll see you again one day..Your memory lives on...

Frankie Lee Lingard was not only my cousin but a dear friend. I remember the old days when he worked in Hampton County, and I would visit for ride alongs. He was the ultimate professional.

His integrity and love for law enforcement were unquestionable.

I lost a love one and S. C. lost a very special officer.

Frankie was my friend. We attended Drill Sergeant School together. He was always the professional. When I became an ROTC cadet, he always called me "Sir", even though I told him not to.

I was at his funeral. It was obvious that he was a loved and admired man. I know that he was a man who loved his family, his job, and his God. I will see him again one day when my time to "go home" comes.

I will never forget you, Frankie.

First Sgt. Lingard, I remember the firt day that I met you. It was on October 1, 1997. I was a sophmore at South Carolina Sate University. I was at the Orangeburg DMV, when you came out and I spoke with you. I told you about myself and my hopes of becoming a South Carolina State Trooper. You told me to "finish college and come see me." I was at home for winter break in Laurens SC when they showed your picture on the news, I told my mother that I had met you only once, and was saddened by the loss of one of South Carolina's finest. The day I met you remains vividly with me. Though you knew nothing about me, I was planning to see you on in December of 2001 when I graduated from South Carolina State University. Though we never met again, I fell as if we did, the day I graduated. Thanks for the moment of hope that you gave me in my pursuit of a career in law enforcement. Rest in Peace

I graduated the Highway Patrol Academy in November of 1996 and was sent to orangeburg county. Myself and F/SGT Lingard became close friends. I know I will meet up with you again someday.

I never met First Sergeant Lingard, but I had the misfortune of meeting the offender who fired those fatal shots that night. I was a security officer at M.U.S.C. in Charleston S.C. at the time and was stationed in the E.R. that night. The offender was brought into the Medical University at the beginning of my shift and that is when I learned what had happened. Trooper Lingard's passing was the closest I had ever been to an law enforcement officer shooting at that time. Since then I have become an officer myself and his memory and the circumstances surrounding his passing are always at the front of my mind, especially during traffic stops. Never will a day go by that I will not wear the dept. issued safety vest, which is optional and hot in the summer time, but the memory of what happened that dark night so many years ago seems to always stay with me. I would like to say thanks to Trooper Lingard for his years of service and let the family know that he will not be forgotton as long as I am on the job. God Bless you all.

The end of 1997,and mile marker 97. A place and time that I will always remember. My friend and brother in law enforcement gave his life. Wish you were still here doing what you dedicated and loss your life to. You will always be the hardest working Trooper Orangeburg county has ever seen.
