Officer Howard Hammond was shot and killed with his own service weapon while he and his partner were investigating a group of people dancing and drinking in a tailor shop in the 3700 block of Dowling Street (modern-day Emancipation Avenue).
When the officers went into the shop, they were attacked and severely beaten. Officer Hammond was disarmed by one suspect and shot as the two struggled. The suspect was also shot and killed during the struggle.
Officer Hammond was a United States Navy World War II veteran and served with the Houston Police Department for five years. He was survived by his wife and two children.

Howard's father, Herman Luther (1886–1926), Boswell's seventh son, moved west from Georgia to Texas where he married Howard's mother, Alberta Pruitt (1890-1961) in Gregg County, TX, on 14 August, 1910. Just as Boswell's eldest son, Marshal James "Jim" Washington, (1869-1907) was killed on duty, so was his youngest grandson, Howard.
