Constable Cowan died at Fort Pitt, NWT. A great deal of fighting was occurring in the North-West Territories the native Indians were attacking the white settlers. April 2, saw 9 people massacred at Frog Lake. The commander sent out scouts to investigate the incident. Constable Cowan was with two fellow officers returning to Fort Pitt when they came under attack by the natives. Constable Cowan had lost his horse in the attack.

While running for the fort he was attacked and shot in the head killing him instantly. One of his comrades was shot in the back but made it back to the fort. The natives took Cowan's body and it was not returned until May 25, mutilated. The Inspector was forced to abandon Fort Pitt and move down river.
